In his wrap up, the @CSBAG ED @JuliusMukunda noted that there is need to have a Comprehensive Social Program to know how much we need in terms of resource allocation as Uganda. In addition, @JuliusMukunda encouraged the completion of our policy and legal framework paper around Child and Social Protection. In addition @CSBAGUGANDA ED @JuliusMukunda tasked the Members of @Parliament_Ug to look at the political angle regarding the Social Protection policy especially for the elderly who use entry level smartphones and mobile phones to survive. We are passionate about the Digital Tax and hope that the mobile money withdrawals is reduced to 0.25% and cap it at UGX5000 to increase financial inclusion. In addition, entry-level smartphones under UGX 500,000 are taxed at about 28%. That means before you even buy the phone, almost a third of the price is tax. We are calling for removal of import duty and zero VAT on these phones because taxing access to the digital economy keeps the eldery affected. #CSP2026AndBeyond

The current approach to social protection financing in the National Budget is disintegrated, fragmented, and reactive. We cannot have SAGE under Gender, Youth Livelihood under Trade, and PWD grants under Local Government yet expect vulnerable Ugandans to be protected. We need a comprehensive, unified financing framework for social protection. One budget line. One vision. One accountable system. MPs identified a significant funding gap for the SAGE programme. While Cabinet directed lowering the eligibility age from 80 to 65 years requiring UGX373.36 billion annually, the budget provided only Shs121.22 billion this month. @Parliament_Ug urged the @mofpedU to allocate the Shs252 billion needed to support this expansion. Indonesia's phased approach to subsidy removal, coupled with targeted social safety nets, mitigated the immediate adverse effects on the poor. In Ghana and Indonesia cut subsidies for fuel to increase resources towards social protection. The richest received 15.86 GHS per capita annually, while the poorest received just 2.23 GHS.
