📢New Report Out! From Vision to Action: Uttar Pradesh’s Journey Towards Faecal Sludge and Septage Management Our new report captures how the Urban Development Department, Government of Uttar Pradesh, has led the state’s transition from policy vision to on-ground implementation of faecal sludge and septage management across 56 towns, in partnership with CSE and other stakeholders. The report also documents the lessons from this journey, starting from policy development and infrastructure creation to operational challenges and service delivery improvements. It also highlights areas that require continued focus to ensure sustainable and citywide sanitation services. The Centre for Science and Environment (CSE) participated as a knowledge partner in a two-day training of ULB Level Training Partners and IEC Agencies (Batch 1: Agra, Aligarh, Ayodhya, and Azamgarh Division), held on 16–17 October 2025. CSE’s Manish Mishra (@MANISHM50877458) led sessions on Faecal Sludge and Septage Management (FSSM), highlighting: - The regulatory framework and operational aspects of FSSM - On-site sanitation systems and treatment processes - Safe desludging practices and functioning of FSTPs - Implementation of FSSM bylaws and linkages with Swachh Survekshan indicators The training, organized by the Directorate of Urban Local Bodies (DoULB), GIZIndia, and the State SBM PMU, aimed to strengthen the capacity of ULB partners and IEC teams for improved sanitation service delivery and safe used water management across cities in Uttar Pradesh. CSE continues to support the state in advancing citywide inclusive sanitation (CWIS) and promoting sustainable and safe management of faecal sludge and used water.

Subrata Chakraborty(@Suchak2001), Director, Water Programme, CSE recently attended a two-day national workshop under the Garima initiative on ‘Systems and Safety Framework: Operationalising ERSUs and Strengthening Sanitation Response’ held in Bhubaneswar, Odisha. The workshop brought together state and city-level officials, as well as frontline sanitation workers, to discuss ways to improve safety and resilience in sanitation systems. In his address, Subrata spoke on the initiatives taken by Uttar Pradesh government in ensuring safety, dignity and inclusion of sanitation workers for transforming the core sanitation work. He also emphasised the need for a comprehensive assessment of existing systems and robust capacity building programme for the sanitation workers.

As part of a two-day capacity building workshop organised by the Department of Urban Development (@NagarVikas_UP), Government of Uttar Pradesh last month, Manish Mishra (@MANISHM50877458), Programme Officer at CSE's Water Programme, led a key technical session on Faecal Sludge and Septage Management (FSSM) for PCS trainee officers in Lucknow. The session focused on: ➡️ The FSSM journey of Uttar Pradesh, highlighting policy evolution, institutional strengthening, and implementation progress across cities. ➡️ Decentralised FSTP technologies and co-treatment models. ➡️ Key success factors and challenges in achieving safe sanitation across the state. ➡️Integration of FSSM within SBM 2.0, AMRUT, and CWIS frameworks.

Together, we’re strengthening urban sanitation systems! 💪🏽
