UNITED FRONT: IG, OAG & PPDA ROLL OUT BOLD 5-YEAR ANTI-CORRUPTION PLAN @IGGUganda , @OAG_Uganda & @PPDAUganda have, in a renewed show of unity against corruption, jointly approved a five-year Anti-corruption Campaign (ACC), signaling a determined push to strengthen accountability across the public sector. The approval was made during the Heads of Institutions meeting at the @IGGUganda Headquarters. This shared commitment reinforces the bold collaborative effort by these accountability watchdogs, and marks a significant step in tightening oversight and reinvigorating the fight against corruption. The five-year anti-corruption plan is designed to consolidate existing efforts and transform them into a comprehensive, results-oriented national movement against corruption. Lady Justice Naluzze Aisha Batala, Inspector General of Government (IGG), applauded the joint team from the three institutions for crafting a clear and purposeful roadmap to eliminate corruption. She noted that the plan sets a firm national direction and will significantly strengthen the fight against corruption across the country. “It is a very bold plan and I have no doubt it will strengthen our effort in the elimination of corruption,” the IGG said. Its strategic objectives among others include strengthening legal and institutional frameworks by advocating for laws on asset recovery and witness protection while ensuring consistent enforcement of existing provisions, deepening citizen engagement and behavior change by empowering youth, women, civil society, and local communities, as well as integrating integrity education into schools and universities. It also prioritises strengthening monitoring, evaluation, and learning by introducing campaign scorecards, conducting mid- and end-term evaluations, and ensuring that progress reports are made public to rebuild trust. By 2030, the implementation of this plan is expected to yield measurable results. These include a reduction in annual financial losses to corruption, greater transparency and accountability in public service delivery, improved enforcement of laws with visible sanctions and asset recovery measures, and enhanced public awareness. These interventions are designed to reshape public perception, lift Uganda’s standing on global benchmarks like the Corruption Perceptions Index, and rebuild trust between citizens and the state. Mr. Edward Akol, Auditor General, said: “I would like to appreciate the members for this collaboration. It is a very big step in tackling corruption. The anti-corruption plan is timely and will enhance our effort in pursuit for an accountable public service". Mr. Benson Turamye, Executive Director @PPDAUganda said: “Before this collaboration, institutions used to work independently and we didn’t know each other. But we have achieved a lot and this anti-corruption plan is one of the many achievements that we are celebrating”. The meeting was also attended by the Deputy IGG, @AnneTwino , Mrs. Rose Kafeero, Secretary to the @IGGUganda ,and staff from @IGGUganda , @OAG_Uganda and @PPDAUganda . DEPUTY IGG URGES UGANDA AIDS COMMISSION TO EMBED INTEGRITY IN AIDS PROGRAMS The Deputy Inspector General of Government (DIGG), @AnneTwino has called on @aidscommission to place integrity at the center of its fight against HIV/AIDS. @AnneTwino emphasized that ethical conduct is not merely a value but a driving force capable of strengthening and accelerating the success of AIDS programs. She made the remarks during a meeting in her office with Dr. Nelson Musoba, Director General of the @aidscommission . Dr. Musoba had paid a courtesy call on @AnneTwino and formally delivered an invitation for her to give a keynote address at the Candlelight Memorial Day, scheduled for May 19, 2026, at Kitante Primary School, under the theme: “Ending AIDS by 2030: Embracing the Role of Women.” “Integrity plays a quiet but decisive role in the fight against HIV/AIDS, because the response depends heavily on trust, accurate information, and the fair use of resources. When integrity is present, programs work as intended,” @AnneTwino @AnneTwino noted that, integrity means honesty and responsibility in personal behavior, including being truthful about one’s status, getting tested regularly, and adhering to treatment plans if one tests positive. @AnneTwino also cautioned the Commission against practices that fuel stigma at the local government level, where ART clinics segregate those affected by HIV by requiring them to collect their drugs on designated days and places, separate from other patients. Highlighting the successes in the fight against AIDS, Dr. Musoba revealed that Uganda, through partnership mechanisms, has been able to reduce HIV/AIDS prevalence from 18% in the 1980s to 4.9% in the last decade. “We want to commend President Museveni for his visionary leadership, as he has greatly supported initiatives and partnerships intended to fight HIV/AIDS,” he said. However, he noted that HIV/AIDS prevalence remains high among young people. @AnneTwino urged Dr. Musoba to enhance HIV/AIDS awareness campaigns in schools, encouraging them to move beyond routine messaging and instead share real stories and research-driven insights with students. Such honest, data-informed engagements, she noted, has the potential to reshape mindsets, awaken a sense of responsibility, and ultimately shield the youth from falling victim to the scourge. VALUATION OF 17 PROPERTIES RECOVERED FROM CORRUPT PUBLIC OFFICIALS TO TAKE ONE MONTH, SAYS CHIEF GOVERNMENT VALUER The Chief Government Valuer, Mr. Gilbert Kermundu, has revealed that valuation of 17 properties which @IGGUganda recovered from corrupt public officials, will be completed within one month. Mr. Kermundu made the revelation during the Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala’s second site visit to another property in Bukoto formerly owned by Mr. Geoffrey Kazinda, a former principal accountant in the @OPMUganda His assurance on the timeliness of valuation adds a layer of confidence to @IGGUganda relentless pursuit to reclaim public funds, and enhances the Institution’s commitment to trace and identify proceeds of corruption. “I can assure you that we have a formidable team at the Ministry of Lands, Housing and Urban Development who are highly skilled in valuation. We have a client charter that stipulates how much time we ought to take to complete an assignment and I can assure you that this activity shouldn’t take us more than one month,” he said. Mr. Kazinda was convicted of the offence of illicit enrichment in 2020. He was found to be maintaining a standard of living beyond his means. He was also found to be having wealth worth over UGX4B which was not commensurate with his source of income. IG STARTS VALUATION OF 17 PROPERTIES RECOVERED FROM CORRUPT PUBLIC OFFICIALS The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, this morning made a site visit to one of the 17 properties forfeited to the state by corrupt public officials. The properties are undergoing valuation by the Chief Government Valuer to establish the reserve price for purposes of disposal. The property which is located in Kitende along Entebbe Road, Wakiso District, belonged to a former staff of Uganda National Roads Authority (UNRA). Investigations by @IGGUganda established that the official had underdeclared his assets by UGX 1.6B In lieu of prosecution, he surrendered property holding ten apartments in Busiro Block 383 Plot 9726 land at Kitende. The property currently fetches a monthly rent of UGX 7,000,000= which goes to the IG Asset Recovery Account in Bank of Uganda. Lady Justice Naluzze commended @IGGUganda investigators for the good job and noted that the institution would continue tracing more properties so as to recover stolen public funds. This move upholds the institution’s strong commitment to elimination of corruption through the asset tracing and financial profiling strategy. The recovery of these properties is evidence of the @IGGUganda ability to successfully investigate high-profile corruption cases, and gives assurance to the public that the fight against corruption is not lost. Under the asset tracing and financial profiling strategy, @IGGUganda seeks to identify and seize illicitly acquired properties with an aim of recovering public funds stolen by public officials. Of the 17 properties, 5 are developed and are fetching rent, while 12 are undeveloped. The properties are managed by Knight Frank on behalf of @IGGUganda Over the last few years, @IGGUganda has recovered several properties in the form of land and buildings, either as a result of Court Orders or forfeited in lieu of prosecution, or arising from investigations.
