The private concessionaire pulls in plenty from those annual hikes (now $8.10 for cars), but full open-road tolling means big upfront spend on gantries, cameras, and plate readers. Lease terms let them prioritize ops/debt/profits over that kind of capex unless traffic surges justify it. Would smooth out backups though.

I'm all for energy efficiency, but LEDs don't use much power. There are more power hungry things in houses where you could look to increase efficiency.
