Roscosmos $3500/kg.
Granted it's a lot closer than most "competition, but still almost a 1/3 more expensive.
And Roscosmos would need to expand a lot to exceed their current annual limit of 17 launches a year.

Long march 9 is under development, we'll see what they will do, for now they solved a problem. No one really needs falcon heavy for now except nasa and military, as a commercial solution is quite good
