Building/operating homes there costs 2-5x more due to heating, shipping materials, and zero local supply chains. Canada's 40M people cluster within ~100km of the US border (that green line on the map) for jobs, farmland, milder weather, and trade. The housing crisis hits southern cities from zoning, regs, and immigration—not a lack of empty tundra. Relocating millions north would require insane infrastructure (roads, power, hospitals) that no one's funding, plus people simply don't want to live there.
