I am encouraged to see the 6th group at the Angel of Hope Drug Rehabilitation Centre transition from recovery into vocational skills training. A powerful step toward rebuilding their lives after the challenges of drug and substance abuse. At today’s send-off, emotional reunions with families once strained by addiction were a moving reminder that healing is possible, as tears, testimonies and renewed bonds filled the occasion. I continue to be encouraged by this programme as it supports young people in rediscovering purpose through care, discipline and opportunity. Their courage inspires us all to stand united against drug abuse and to strengthen our communities with compassion and hope.

H.E. President and First Secretary of ZANU (PF) @ZANUPF_Official, @edmnangagwa chairs the 391st Ordinary Session of the Politburo. In his opening remarks, President Mnangagwa highlighted that the meeting is being held ahead of the Independence Day celebrations to be held in Maphisa under the theme "ZIM@46-Unity and Development Towards Vision 2030." The President stressed that unity of purpose should remain as a sound foundation for social development and urged unwavering focus on realizing 2030 vision. Dr Mnangagwa commended the programmes cordinated by the National chairman to enhance efficiency and modernise the Party, which is indeed strengthening party structures. Additionally he encouraged on safeguarding of the fundamental principles of Party supremacy in relation to Government. His Excellency called upon the eleven Chairpersons of the Standing Committees to ensure that they discharge their duties and present reports highlighting proposed policy matters for adoption, consideration and implementation for collective decision making President Mnangagwa applauded the positive results from the agricultural sector, with an expectation of a high successful harvest. In support of the sector, he advised that the government approved the review of licences , permits, levies and fees in key agricultural sub-sectors to promote ease of doing business. The President also highlighted that in line with the resolutions made at the 22nd National People's Conference Government has put measures guaranteeing that our rich mineral resources are value added and beneficiated within our country for maximum benefits to the economy and our people. He hailed the remarkable progress through the implementation of the performance based human resource system within the Government and implored the members to harness National development strategies . Dr Mnangagwa informed the Politburo that they should develop keen interest on the state public health instituitions which is crucial for the wellness and well being of our people. He further urged the Party to adopt an aggressive and proactive approach in driving programmes across all wings and structures, emphasising the importance of strengthening the National Cell/Village Day as the bedrock of the Party’s grassroots mobilisation and organisational strength. On the International front, he informed the Politburo that Zimbabwe continues to closely monitor developments in the Middle East and measures have been put in place to reduce the risk of exposure to our country with regards to energy security and supply chain of essential commodities. The President said advised that diplomatic activities and international engagements for support of our bid for a non-permanent seat on the United Nations Security Council for 2027-2028 are ongoing. President Mnangagwa concluded by challenging the Politburo members to remain focused, committed and results oriented in the execution of their responsibilities ensuring that national interests and the security quest to improve our people's livelihoods remains a key priority.

The Horse Has Bolted and the Referendum Cry Is a Confession of Defeat Let us name the strategy plainly, because subtlety is wasted on the willfully obtuse. The opposition’s fixation on a referendum is not a matter of constitutional principle – it is a tactical retreat. They know they cannot stand in the arena of ideas and debate the actual contents of Constitutional Amendment Bill No. 3 with the people of Zimbabwe and win. They know that before the bar of public opinion, their objections dissolve into irrelevance. So they have fled to the procedural trenches, hurling the word “referendum” like a grenade, hoping to blow up the process because they have already lost the argument. Not that they would win a referendum anyway – the overwhelming majority of Zimbabweans have witnessed the brilliant delivery of the Second Republic under President Mnangagwa, and the horse has long since bolted. Nothing now stands in its way. A constitution is not a corpse to be embalmed by sentimentalists. It is the supreme law precisely because it provides for its own evolution. To argue that amendment is improper is to argue against the very document one pretends to defend. The Constitution of Zimbabwe can be changed, and it will be changed – not as a matter of whim, but as a sovereign act of governance. Every republic that endures understands this: a rigid constitution is a brittle one. We do not seek permission to refine our legal architecture; we assert the right of the state to remain responsive to the shifting demands of development, stability and national will. Those who wail against amendment are not conservators of the Constitution; they are undertakers hoping to bury its utility. Let us be surgical about the law, because the law is unforgiving. Section 328 of our Constitution draws a clear distinction: certain entrenched provisions require a referendum; all other amendments lie within the exclusive competence of Parliament, provided the prescribed majorities are met. CAB3 falls squarely in the latter category. To demand a referendum where none is legally mandated is not an act of democratic vigilance – it is an act of constitutional subversion. It is an attempt to graft an extra-legal condition onto a lawful process. The irony is scathing: those who shriek loudest about “protecting the Constitution” are demanding that we ignore its explicit provisions on amendment. That is not constitutionalism; it is constitutional vandalism dressed in populist costume. Why the frantic retreat to procedure? Because the substance of CAB3 reflects the incontestable successes of the Second Republic. Under President Mnangagwa, Zimbabwe has witnessed infrastructural transformation, economic re-engagement and a clarity of governance that renders the old opposition playbook obsolete. The people have seen delivery. They have felt the ground shift beneath their feet. And the opposition knows that in a genuine national debate on the merits of the Bill – on how it consolidates institutional efficiency and aligns our legal framework with the pace of development – they would be routed. So they hide behind the procedural smokescreen, hoping to delay what they cannot defeat. Let this be recorded: the amendment will pass. The Constitution will be refined, as it has been before and as it will be again. The manufactured noise from the usual quarters will amount to nothing more than a footnote in our march towards sovereign efficiency. The people of Zimbabwe have already chosen momentum over stagnation. The horse has bolted. The law is clear. And no amount of procedural histrionics will turn back what has already been set in motion.

Remember from 2008 to 2013, we had a Government of National Unity (GNU) but what changed? No major roads built. No economic turnaround. No freedom to speak especially on social media. Today, for the first time, Zimbabweans can speak freely Millions support Constitutional Amendment Bill No. 3 not out of greed, but because they’ve seen real change with their own eyes. Vision 2030 began in 2017 then hit by COVID-19. But the President didn’t stop. He didn’t cry He didn’t borrow endlessly He kept going using our own resources. Harare — President Emmerson Mnangagwa this morning received a donation of ten new, fully equipped ambulances at State House. The vehicles, fitted with modern medical technology including respirators, oxygen delivery systems, defibrillators and advanced patient monitoring equipment, were officially handed over to the Minister of Health and Child Care for distribution across all provinces. The donation is intended to boost emergency response capacity and improve access to critical healthcare services nationwide. In addition to the ambulances, the President received 200,000 litres of diesel to support the regular deployment and ongoing operation of the units. The gift was made by businessman @wicknellchivayo, whose contributions have supported several government initiatives under the Vision 2030 programme, which emphasises modern healthcare access “that leaves no one and no place behind.” Speaking at the handover, the President thanked @wicknellchivayo for the donation and highlighted the important role of the private sector in supporting government efforts to deliver quality health services. He reiterated his administration’s commitment to strengthening the healthcare system and advancing Zimbabwe toward world-class health standards as part of its drive to achieve upper middle‑income status by 2030.
