I feel Rhule is using this nil spending as a scapegoat in a way as to the reason we can't win. Like, its impossible to win unless we have a top 5 nil budget. To win a national championship sure. To win 8,9 10 games? To beat lesser teams like Iowa Minnesota and wisc consistently. To beat ranked teams. To look like a competitive program, absolutely not.
