Why has Trump hiked tariffs to 15% from 10% ? To my mind this is what happened, 1. Basically, the 10% universal tariff was imposed using Section 122. This section allows the President to impose tariffs up to 15% for 150 days. 2. So when 10% was imposed, many were asking why not 15%. I assumed it was to not hurt it's big trading partners Canada & Mexico (which had USMCA exemption). So the understanding was that this exemption would go and if it was 15% - it would hurt Mexico & Canada. PS: US-Mexico-Canada Agreement. 3. Many hours after the 10% announcement - the Trump administration clarified that it is leaving in place an exemption for many goods shipped under USMCA. 4.
