LAWS ARE NOT MEANT TO BE SET, THEN FORGOTTEN. As part of the @centre4policy fellowship , I finished a deep dive into the #Post #Legislative #Scrutiny. In today’s policy world, #PLS presents its self as a central point in closing the implementation gap, and ensuring legislative accountability. One of the strongest takeaways from the session was that Post-Legislative Scrutiny is not just a technical exercise; it is also deeply political. Our discussion reflected on how, in practice, parliamentary processes are shaped by power, party positions, and institutional habits. As one of the #CEPAResearchAndPolicyFellows noted, “decisions in Parliament are reproduced by political party caucuses.” Another important reflection was that “much of the focus has been on the earlier stages” of the legislative process. That observation speaks to a wider challenge in governance: we often invest heavily in drafting, debating, and passing laws, but give far less attention to reviewing whether those laws actually deliver results for citizens. PLS helps shift that focus from procedure to performance, from promises to outcomes, and from legislative intent to lived reality. It is also one of the ways Parliament can strengthen oversight, check executive dominance, and reduce the risk of policy failure. #SUPA #CRPF #CEPAProgramming

📍 Yesterday at the CEPA Offices, Dr. Martin Kizito facilitated the 3rd Module of #CRPF session on 𝐏𝐨𝐬𝐭 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐒𝐜𝐫𝐮𝐭𝐢𝐧𝐲 (𝐏𝐋𝐒) & 𝐀𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 — a conversation that challenged us to think beyond the excitement of passing laws and focus instead on what happens after. At the centre of the discussion was a simple but important question: once a law is enacted, do we take time to assess whether it is actually working as intended? That is the value of PLS. It helps Parliament and other governance actors review whether legislation is being implemented properly, whether it is achieving its intended objectives, and whether it is creating the kind of impact it was meant to have. What made the session especially relevant was the reminder that law-making should not end at assent. If anything, that is where the real test begins. #SUPA #CRPF #CEPAProgramming

The session also brought the conversation closer to the Ugandan context, where the need for stronger accountability remains urgent. PLS was presented as an important tool for asking difficult but necessary questions: Are laws being implemented in the way they were intended? Are they solving the problems they were designed to address? Are there unintended consequences? And are citizens, institutions, and duty-bearers actually aware of and responding to them? This matters because accountability is not only about passing laws or making commitments in public. It is about ensuring that legislation works in practice, that public institutions remain answerable, and that evidence, research, and citizen feedback are part of governance. As the presentation emphasized, evidence is central to meaningful parliamentary oversight, and without that follow-through, the legislative process remains incomplete. Yesterday’s session was a timely reminder that better governance depends not only on making laws, but also on learning from them. #SUPA #CRPF #CEPAProgramming
