The mad thing is, the on-field referee is absolutely spot on 18 seconds into this clip before the VAR review even gets underway.

The body shape was not larger. No movement of hand to ball. The deflected ball certainly struck the arm. At the time it did the body was vertical. Not a penalty kick for me.
