Mutare Registry breaks the passport curse MUTARE – For years, getting a Zimbabwean passport was a test of patience, distance, and luck. Today, in Mutare, it is becoming almost ordinary. And that, residents say, is the real revolution. “I did the whole process in a very short period of time. It was super fast and efficient,” said Devine Mandidewa, moments after collecting his e-passport at the Mutare Provincial Registry. A few years ago, he tried to apply and “hit a brick wall” before giving up entirely. Now, he says that frustration is over. “Now I am going to achieve my life aspirations, traveling the world, something that had been put on hold because applying for a passport was frustrating.” Mandidewa’s experience captures the quiet but profound shift triggered by the opening of the state-of-the-art Mutare Provincial Registry in September 2025, a facility that has transformed access to critical civil documentation in Manicaland province. In just over three months, the registry has issued more than 30,000 e-passports, an average of 10,000 every month, with no backlog. Walk in, apply, collect. No marathon queues. No desperate trips across the province. Before this, residents were forced to travel deep into Chipinge, the only district in Manicaland offering e-passport services at the time. For many, that journey was costly, exhausting, and ultimately a barrier to opportunity. The new registry has flipped that reality on its head. Powered by a 40kV solar system and designed to international standards, the facility brings e-passport processing and civil registration services under one roof, safeguarding sensitive national records while delivering fast, citizen-centred service. Once housed in a dilapidated wooden structure, the office now stands as a symbol of modernisation and decentralisation in action. Touring the facility this last week, Manicaland Minister of State Advocate Misheck Mugadza said the impact was already undeniable. “Life for many people has changed,” he said. “It was a really big problem for our people when passports were only processed in Chipinge. People had to travel to the far corner of the province. Now, since the commissioning of this building, things are different.” He pointed to the numbers as proof. “In just a few months, over 30,000 people have been served. That is a clear sign that we have moved for the better. Without documents like a birth certificate and a passport, life is really in sixes.” The Mutare Provincial Registry is the second facility in Manicaland to offer e-passport services and forms part of a broader national decentralisation drive, aligned with Vision 2030 and Agenda 2063, to ensure essential services reach citizens where they live. What was once gold, a passport, is now within walking distance for thousands. In Mutare, the ripple effects are already clear. Doors are opening, borders are becoming reachable, and everyday life is being made seamless for the ordinary Zimbabwean.
