I don’t know how else to put it, so yes, while it is disappointing that procurement has not allowed $1.4b of donations to be spent, it is not as though there hasn’t been north of $10bn deployed thus far. I’m not sure how else to put it so that’s that. Of course, the mechanisms require change but that’s been a drum beaten for many years. Each time someone offers me debt to scale @BlueMahoeCap I think about this answer from Munger. I’ve seen so many people use debt and then it bites them later.
