Representative @BradBuckleyDVM version of HB4 needs to pass in pure form. It provides meaningful reform for teaching & learning. For those concerned about using a norm-referenced vs criterion exam, where were these concerns during the SB2 ESA discussion where norm is allowed??

Back in 2023, the Basic Allotment (BA) was a big topic during the 88th Legislative Session, but ultimately schools did not receive what they needed. Now in 2025, the basic allotment is at the forefront of legislative conversations around HB2/CSHB2, the school funding bill. The Senate version of the bill raises the BA an additional $55, while the House version raises it by $395. Raise Your Hand Texas recommended a $1,000 increase to account for what schools need and to adjust for inflation. Listen to understand the fundamentals of the basic allotment and hear why it is so important to all Texas schools and teachers. The House and Senate are locked in negotiations over the basic allotment, one of the components in CSHB 2. The best way to get an increase in the basic allotment is to push for the full $9.1 billion. Contact your legislator and the Lieutenant Governor and let them know to pass HB 2 and fund our Texas schools: go.ryht.org/fundschools Since 2019, our public schools have received no new state funding, creating an acute budget crisis that directly impacts our students and communities. Across the state, campuses are closing; programs are being shut down; and key personnel are being let go or their positions are going unfilled. The Texas legislature decides how much money each Texas school district receives. Right now, the Texas House and Texas Senate are in the midst of critical negotiations that will decide how much additional funding schools receive, including what sort of raise teachers can expect, for the next two years. The highest amount of overall new funding on the table is $9.1 billion, found in the House’s version of the state budget. Our schools would need an additional $19.6 billion simply to keep up with inflation since 2019. It will take more than one legislative session for schools to regain their 2019 purchasing power. Now is the time to tell lawmakers our schools and our teachers need at least the full $9.1 billion included in the House version of the budget–and not a cent less. If funding does not increase, school districts across the state will face greater strain, leading to budget cuts that could include shutting down campuses, increasing class sizes, reducing or eliminating programs such as art and music, cutting transportation services, and other essential services, ultimately impacting students directly. “The issue of inadequate funding must be addressed collaboratively. Use your voices—state legislators are currently meeting to discuss the needs of public schools. Share your experiences and needs to help shape the conversation,” Dr. Hinojosa said. “Spring ISD has developed an optimization plan, bringing our community together to find solutions for our budget deficit.
