HISTORY OF TERM LIMITS IN TEXAS:
Did you know Texas DID have limits, but then removed them? 🤬
•When Texas first became a state in 1845, the governor had term limits.
•They could only serve 4 years out of every 6 (basically 2 terms max).
•Later constitutions (1860s) still had restrictions, but in 1869 #TermLimits were removed entirely. Since then, Texas has never restored statewide term limits.
The current Texas Constitution (adopted 1876) focused on:
Limiting government power, short terms (2 years at the time) but importantly it did NOT bring back term limits. Instead, Texas relied on frequent elections as the “check”.
In 1970s reform efforts (FAILED), corruption scandals like Sharpstown, there was a big push to reform government. A 1974 constitutional convention tried to modernize Texas government with proposals that included term limits and structural reforms. The results was it failed by just 3 votes in the legislature.
In the 1990’s a major reform push (FAILED 🤬). A major rewrite effort in 1998 (Ratliff–Junell plan) included legislative term limits and Government restructuring. The result was it never even made it to voters, it died in the legislature. 🤬
From 2000s–2010s repeated bills failed. Texas lawmakers have filed many term-limit bills, but none passed. Examples of this is 2013 proposal (SJR 13) would have limited statewide officials to 2 terms. The argument was that it would bring “fresh ideas” into government. Unfortunately it did not pass / never reached voters once again.
Today, our current reality is Texas is one of the few large states with no term limits for the governor. That’s why we get long-serving officials like Abbott, Patrick, Cornyn, and others.
Why do term limits keep failing in Texas? Across history, the same issues has come up. The Constitution is hard to change. It requires 2/3 of the legislature & voter approval statewide. It always sees political resistance. Incumbents benefit from staying in office on the people’s dime. Leadership positions (Speaker, Lt. Governor) gain power over time and they don’t want to give it up.
To us, history shows that Texans want the people to decide, let the people vote on it.
So today:
The only real “term limit” in Texas is elections—not the law. This needs to change because Texans should be in charge of deciding this issue, not the career politicians.

@donnabrazile How many citizens are in this situation? Obviously, they can’t drive, can’t pass employment verification, can’t fly, can’t buy alcohol, among other things.

Millions of eligible citizens do not have access to or can afford to purchase a US passport. Many can’t find their birth certificate. We must stop efforts to suppress the rights of eligible citizens from voting.
