This weekend the @CirculateSD hosted our annual board and staff retreat. We got a tour of the North City development between CSU San Marcos and the NCTD Sprinter station. It's a beautiful ground-up community, building a new downtown from scratch.

BREAKING: the clock struck midnight and our bipartisan housing bill is now law. Trump refused to sign it, but he couldn't stop it. This law is GROUNDBREAKING. It will build more housing, bring down costs, and for the first time, stop private equity from buying up homes.

SF is not alone here. LA also has policies intended to undermine their obligations under CA law, and both cities are being sued because of it. Many smaller cities also play these games. We shouldn't let them.

The Family Zoning Plan has some merits to be sure, and creates its own local bonus, through which it shows it has capacity for 36,000 more units. But its own local bonus precludes the use of Bonus Law. The 36,000 is supposed to be a floor, SF is trying to make it a ceiling.

Despite the success of Bonus Law (or perhaps because of it), San Francisco’s Family Zoning Plan seeks to avoid it. In particular, SF is required to zone for 36,000 new homes, excluding Bonus Law. That means with Bonus Law, they should be able to accommodate up to 72,000.

Other streamlining laws like AB 2011 and SB 423 *are* helping get thousands of units approved. Still, when totaling all other streamlining laws, they are being used one tenth as often as Bonus Law. Bonus Law has become the flagship streamlining policy for housing in CA.

Between 2021 and 2024, recent amendments to Bonus Law helped 140,000 new homes get entitlements. By the numbers, these bills have created the most housing approvals of any signed into law by Gov. @GavinNewsom.
