Collector & District Magistrate of South Goa, H/c Kushavati Districts, Ms. Egna Cleetus, IAS, chaired a meeting of the District Level Committee for implementation of the Solid Waste Management Rules, 2016, in compliance with the directions of the Hon’ble Supreme Court in Civil Appeal No. 6174/2023, in the presence of Shri Ramesh Gaonkar, Additional Collector-II, Shri Prajeet R. Chodankar, Deputy Collector, South II. Officials including SDMs, Mamlatdars, BDOs, Municipal Councils, representatives from Health, Urban Development and Tourism, along with GWMC, GSPCB and PI attended the meeting. The meeting highlighted the Supreme Court directions and the powers entrusted to the District Collector under the Environment (Protection) Act, 1986 for monitoring and implementation of the Solid Waste Management Rules. Action against bulk waste generators violating the Rules, including disconnection of water and electricity supply, was also discussed. Responsibilities of the District Level Committee, District Magistrate and Member Secretary of GSPCB were reviewed to ensure effective implementation of the Solid Waste Management Rules, 2016. The District Magistrate was tasked with monitoring waste management facilities and conducting regular inspections, while GSPCB was directed to coordinate with departments and prepare monthly compliance reports. The roles of Taluka Level Teams headed by SDMs were also explained. The teams will inspect dumping sites, monitor illegal dumping, identify blackspots and bulk waste generators, and submit fortnightly reports to GSPCB.

The Phase-I of Census 2027 namely the House Listing Operations (HLO), that took place in the State from April 16, 2026 to May 15, 2026 has been successfully completed in the State of Goa. The Operation was conducted efficiently across the State using a dedicated mobile application-based digital platform, marking a significant step towards technology-driven census operations. The Directorate of Census Operations, Goa, expressed sincere gratitude to the people of Goa for their active cooperation and support during the House Listing Operations. #census2027

A review meeting regarding Monsoon Preparedness in South Goa District was chaired by Ms. Egna Cleetus, IAS, Collector and Chairperson of the District Disaster Management Authority, South Goa, in the presence of Shri. Ramesh Gaonkar, Additional Collector-II and Shri Velton Tellis, Deputy Collector, South-I. The meeting was attended by SDMs, Mamlatdars, Chief Officers of Municipalities and BDOs of the concerned talukas. During the meeting, the concerned BDOs informed that nearly 50% of the desilting work of nallas and drainage systems has been completed in the respective talukas. Further, the SDMs informed that the Electricity Department and WRD have undertaken the cutting of dangerous trees ahead of the monsoon season as a preventive measure. The concerned SDMs also informed that flood-prone areas have been identified and signages are being installed at such locations to ensure public safety during the monsoon season. It was further informed that the construction work of the cross drainage at Hospicio, South Goa, is pending and will be completed on time after complying with the report of the concerned SDM. Detailed discussions were also held regarding the Paroda drainage issue, and emphasis was laid on taking timely preventive measures. In view of monsoon preparedness, control rooms have been set up at the concerned taluka levels for effective coordination and emergency response. @Coll_SouthGoa @goacm

A meeting of the District Level Monitoring Committee (DLMC) on Mental Health and Prevention of Suicide in Higher Education Institutions was held under the chairpersonship of Ms. Egna Cleetus, IAS, District Magistrate, South Goa, H/c Kushavati Districts, in the presence of Shri Bhushan Savaikar, Director of Higher Education, to review initiatives undertaken at BITS Pilani. Officials from the Department of Health, Social Welfare, Law, Tribal Welfare, Technical Education and IPHB, along with the Director and Professors of BITS Pilani, were also present for the meeting. The Director, BITS Pilani, presented measures including introduction of yoga in the curriculum, strengthening of sports and physical activities, extension of gymnasium hours, conduct of health camps and motivational sessions and provision of 24x7 counselling support through Tele-MANAS and Myndwell. The Chairperson directed all concerned to ensure close coordination and sustained monitoring, with focused efforts towards strengthening mental health support systems and promoting overall student well-being. @Coll_SouthGoa @KushavatiGoa @GovtofGoa

Mr. Ramesh Gaonkar, Additional Collector–II, South Goa, H/c Kushavati District, chaired a meeting regarding the management and control of stray dogs, in compliance with the directions of the Hon’ble Supreme Court in Suo Moto Writ Petition (Civil) No. 5 of 2025, in the presence of the Deputy Collector, South Goa–II, H/c Kushavati District. The meeting was attended by the Additional Director- Directorate of Higher Education, SDMs, Mamlatdars, BDOs and representatives from the Transport Department, KTC, Urban Development Department and Airport Authorities. Taluka-wise status of fencing of public institutions, including educational institutions, hospitals, bus stands and railway stations, was reviewed and all stakeholders were directed to expedite pending works and submit compliance reports. Directions were also issued to Local Panchayats to identify stray dog hotspots, undertake inspections and implement waste management measures, with reports to be submitted to the concerned Deputy Collectors and SDMs. Municipalities and Panchayats were instructed to identify suitable locations for designated feeding areas and dog shelters. All Deputy Collectors and SDMs were further directed to convene meetings with line departments, ensure coordination and submit a comprehensive compliance report prior to the next district-level review meeting. #straydogs #southgoa #kushavatidistrict @Coll_SouthGoa @KushavatiGoa @GovtofGoa

Collector & District Magistrate, South Goa H/c Kushavati District, Ms.Egna Cleetus, IAS, chaired a meeting to review preparedness for the upcoming NEET (UG) examination, in the presence of Shri Santosh Desai, Superintendent of Police, South Goa H/c Kushavati District. The meeting was attended by the DySP, PI Vasco, Principals and teachers of PM SHRI KV No. 1 and KV No. 2, Assistant Director (DTE), NIC officials, Electricity Department officials, Medical Officers, and UHC representatives. During the meeting, detailed discussions were held to ensure smooth and secure conduct of the examination. It was emphasized that emergency and medical assistance must be readily available at all centres, along with uninterrupted electricity supply throughout the examination period. Special provisions for persons with disabilities, including wheelchair accessibility and suitable arrangements on accessible floors, were also directed. First-level sensitization should be carried out by Mamlatdars in coordination with the police force. Directions were issued to SDPOs to brief personnel on the use of Hand-Held Metal Detectors (HHMDs) and installation of CCTVs cameras at examination centres was mandated. Secure escort arrangements for transportation of question paper trunks were discussed. It was also instructed that valid ID cards must be mandatory for all candidates and traffic management should be ensured as per law. Entry of press and media inside examination centres is strictly prohibited, with no interviews or statements permitted as per NTA guidelines. Separate frisking arrangements for male and female candidates must be ensured and frisking, registration and biometric verification should be conducted strictly as per NTA instructions. Adequate strong room facilities must be arranged, along with proper sheds, drinking water and ventilation for candidates. Provision for temporary downloading of ID cards may be permitted in exceptional cases. Overall, sufficient arrangements must be ensured for the convenience, safety and well-being of all students.

Directions were issued to the concerned SDMs to deploy Talathis within their jurisdictions to identify flood-prone areas and dilapidated structures. Further, departments were instructed to identify nallas and drainage systems and complete inspections within this month. All talukas in South Goa District were directed to submit their findings through proper communication to facilitate timely action. Talathis were also directed to carry out inspections of pending works within their respective talukas and report the status to the concerned authorities. The Collector informed that weekly review meetings will be conducted to monitor progress and ensure timely completion of any pending works.
