A review meeting of the District Level Planning & Monitoring Committee for South Goa and Kushavati District was conducted under the Tribal Sub Plan to evaluate the progress of various schemes, along with discussions on fund allocation and expenditure. The meeting was chaired by Shri Ramesh Gaonkar, Additional Collector-II, South Goa and H/c, Kushavati Districts and was attended by officials from departments including Tribal Welfare, Agriculture, Skill Development & Entrepreneurship, Electricity, Forest, Health Services, Labour & Employment, Panchayats, Public Works Department (PWD), Science & Technology and Social Welfare. During the meeting, all line departments presented updates on the implementation status of their respective schemes. Detailed deliberations were held on financial allocations and fund utilization under the Tribal Sub Plan. Static Surveillance Teams (SSTs) were set up at Amigos Junction, Dhavali and Farmagudi locations, to monitor movement of cash, liquor and suspicious activities, ensuring compliance with the Model Code of Conduct for the upcoming Bye-Election to 21 Ponda AC. #byeelections2026

In compliance with NGT matter, a review meeting was chaired by Shri Ramesh Gaonkar, Additional Collector II,South Goa, H/c Kushavati Districts in the presence of Shri Prajeet Chodankar, Deputy Collector, South-II, H/c Kushavati Districts, to evaluate the current status and challenges of solid waste management in Panchayat and Municipal areas. Officials from various departments including BDOs, Municipal Councils, Health Department, PWD and GSPCB attended the meeting. The meeting reviewed waste management infrastructure, including garbage sites and Material Recovery Facilities(MRFs). While some facilities are operational, gaps remain in achieving full door-to-door collection across Panchayats. ULBs reported progress, but consistency and coverage need improvement. Emphasis was placed on better segregation, collection and processing. Key issues included Sonsodo site challenges, blackspots and illegal scrapyards with directions to strengthen monitoring, enforcement and coordination. Chief Electoral Officer, Shri Sanjay Goel, IAS, and Collector & District Election Officer, South Goa, Ms. Egna Cleetus, IAS, convened a meeting with all Nodal Officers to review law & order security arrangements for the Bye-Election to 21-Ponda Assembly Constituency, in the presence of senior officials including ADM (Law & Order), SP South, SP (Election), DySP, and representatives from various departments. It was informed that adequate law and order arrangements are in place, with two Additional District Magistrates already appointed. Flying Squad Teams, Static Surveillance Teams and Sector Magistrates have been deployed and no vulnerable or critical polling stations have been identified. Polling personnel have been appointed and training schedules finalised. EVM and VVPAT management, including randomisation and secure storage, is being carried out in strict adherence to ECI guidelines. Arrangements for postal ballots, including home voting for senior citizens and persons with disabilities were also reviewed. The role of the District MCMC in monitoring media and curbing paid news was highlighted. It was also informed that no complaints have been received on C-VIGIL app so far. The CEO directed that home voting be completed within the stipulated timeline and emphasised that cancellation of election duty will be permitted only on genuine grounds. The District Election Management Plan was also launched following the meeting. CEO Goa re-constitutes the State Level Media Certification and Monitoring Committee (MCMC)

A training programme for Poll Personnel for the Bye-Election to 21 Ponda Assembly Constituency was initated at MSAC, Margao Goa. The session focused on preparing officials for smooth and efficient conduct of the election process. In connection with the upcoming by-election to 21–Ponda Assembly Constituency, the BLOs have successfully completed the distribution of Form 12-D to all eligible absentee voters, namely AVSC (85+ senior citizens) and AVPD (persons with disabilities duly tagged). These voters will now be able to exercise their franchise through postal ballot (home voting). An inspection at Manohar Parrikar Indoor Stadium, Navelim, was carried out in connection with the Bye-Election to the 21 Ponda Assembly Constituency. The inspection was conducted in the presence of Shri Keshav Ram Chaurasia,IAS, IGP-Goa Police, Ms. Egna Cleetus,IAS, DEO, South Goa, SP South Goa, SP(Election) along with Nodal Officers. The Collector & District Magistrate, South Goa and Kushavati Districts has initiated a three-day training programme from 23rd to 25th March 2026 as part of the preparations for #Census2027 at Mathany Saldhana Administrative Complex, Margao. The programme aims to equip Field Trainers with the necessary skills and knowledge to effectively carry out their roles. The sessions were conducted by experienced Master Trainers—Ms. Ana Vaz, Shri Maruti Sulebhavi, Shri Bheem Maurya and Shri Omkar Patil—who guided participants through structured and practical learning for the smooth and reliable Population Census 2027 process.

The meeting concluded that all necessary arrangements are in place for the free, fair and smooth conduct of the bye-election.

Collector & District Election Officer, South Goa, Ms. Egna Cleetus, IAS, convened a joint meeting with all Nodal Officers for the bye-election to 21 Ponda Assembly Constituency, in the presence of Ms. Pooja Parth, IAS, General Observer and Ms. Sharayu H. Aadhe, IRS, Expenditure Observer. The meeting was attended by the ADM (Law & Order), SP South, SP (Election), DYSP, officials from DRDA, Social Welfare Department, IT Department, NIC and other concerned departments. Preparations for the bye-election were reviewed in detail. The Observers directed all nodal officers to complete the assigned tasks within the stipulated time and ensure that any shortfalls are addressed immediately.
