A special Review Meeting of the Road Safety Scenario and Road safety measures undertaken in the State of Goa was chaired by Former Judge, Hon’ble Supreme Court of India, Mr. Justice Abhay Manohar Sapre, Chairman of Supreme Court Committee on Road safety at Conference Hall, Secretariat, Porvorim Goa. The meeting was attended by Dr. V. Candavelou, IAS, Chief Secretary, Shri. Sanjay Bandopadhyaya IAS retired, Member of Supreme Court Committee on Road Safety, Shri. Alok Kumar, IPS, Director General of Police, Goa, Shri. Mahesh Kumar Shambhu, IFS, Secretary Transport, Shri. Yetindra Maralkar, IAS, Secretary Health ,Shri. Keshav R. Chaurasia, IPS, IGP, Goa, Shri. Ankit Yadav, IAS, Collector North Goa, Ms. Egna Cleetus, IAS, Collector South Goa & Kushawati District, Shri. Arvind Khutkar, Director of Transport and other officials. Mr. Justice Abhay Manohar Sapre in his address elaborated that the need and purpose of formation of the Supreme Court Committee on Road Safety is to reduce the number of road accidents, further reduce the number of fatalities to zero and save precious lives. Mr. Justice stated that Goa has the potential to become the First state of India with Zero Fatalities due to Road Accidents. Mr. Justice appealed all the officials to coordinate and work together to achieve the objectives to achieve a Zero fatality due to road accident target and make Goa an exemplary state to be the first State with Zero fatality in Road Accidents. Mr. Justice Also appealed to all the members of the Public to use proper safety gear while driving and also to follow and obey the traffic rules strictly.

Collector & District Election Officer (DEO), South Goa District and H/c Kushavati Districts, Ms.Egna Cleetus, IAS, chaired a review meeting on the preparedness for the forthcoming Goa Legislative Assembly Election 2027, in the presence of Shri Johnson Fernandes, Nodal Officer for Manpower Management & Assured Minimum Facilities (AMF) at Polling Stations, Shri Ramesh Gaonkar, Additional Collector-II, South Goa and H/c Kushavati Districts, and Shri Velton Tellis, Deputy Collector, South Goa and H/c Kushavati Districts. The meeting was attended by the designated Nodal Officers responsible for various election-related activities. During the meeting, emphasis was laid on strict adherence to the provisions of the Representation of the People Act, the Conduct of Elections Rules and the guidelines of the Election Commission of India to ensure the smooth, free and fair conduct of elections. The preparedness of polling stations was reviewed, with discussions focusing on locating polling stations on the ground floor wherever feasible, ensuring uninterrupted electricity supply, providing adequate rooms and basic amenities for women polling personnel, and establishing proper toilet facilities, including PwD-friendly toilets, at all polling stations. The Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) were instructed to issue communications to the concerned departments for carrying out the required infrastructure works at polling stations. Separate signage for South Goa District and Kushavati District is to be displayed in the respective Assembly Constituencies. The Public Works Department was asked to submit the necessary cost estimates for approval, while issues relating to internet connectivity and other essential infrastructure are to be taken up with the concerned departments to ensure permanent solutions. All pending infrastructure works and inspections are to be completed by the end of September. The District Election Officer also briefed the newly appointed Returning Officers (ROs) and Electoral Registration Officers (EROs) on the guidelines of the Election Commission of India. Returning Officers were instructed to identify personnel for the Flying Squads, Static Surveillance Teams (SSTs) and Flying Squad Teams well in advance to facilitate efficient planning and ensure the smooth conduct of the Goa Legislative Assembly Election 2027. @CEO_Goa @Coll_SouthGoa @KushavatiGoa

Collector and District Magistrate, South Goa, Ms. Egna Cleetus,IAS, presented South Goa's vision of developing a Smart Water Utility through digital technologies and sustainable water resource management at the 10th edition of the District Collectors' Peyjal Samvad through video conferencing, organised by the Department of Drinking Water & Sanitation (DDWS), Ministry of Jal Shakti. The conference was held for Senior Officials, District Collectors/Deputy Commissioners and Mission Directors of State/UTs to deliberate on accelerating the implementation of Jal Jeevan Mission (JJM) 2.0. The Samvad was chaired by Shri Ashok K.K. Meena, Secretary, DDWS. Shri Kamal Kishore Soan, Additional Secretary & Mission Director, National Jal Jeevan Mission (NJJM), and other Senior officers from DDWS. Collector South Goa, stated that, the district has completed and commissioned all 118 Jal Jeevan Mission works, ensuring tap water connectivity to all rural households, while nearly 96% of the State's drinking water demand is being met through surface water-based regional water supply systems. Adoption of GIS-based network mapping, IoT-enabled monitoring, SCADA systems, smart metering initiatives, regular DWSM reviews, village-level water quality surveillance and structured O&M planning are strengthening reliable, efficient and sustainable drinking water service delivery. #JalJeevanMission

A review meeting on the implementation of the Solid Waste Management Rules, 2016 and Amendment Rules, 2026 was convened in compliance with the directions of the Hon'ble Supreme Court in Civil Appeal No. 6174/2023. The meeting was chaired by Ms. Egna Cleetus, IAS, Collector & District Magistrate, South Goa, H/c Kushavati Districts, in the presence of Dr. Geeta S. Nagvenkar, Member Secretary-GSPCB, Shri Ramesh N. Gaonkar, Additional Collector-II, South Goa, H/c Kushavati Districts, and Shri Mhd. Shaukath Azeem, IAS, Assistant Collector, Kushavati District. It was attended by SDMs, Mamlatdars, BDOs, representatives of Municipal Councils, and officers from the Health, Urban Development, Tourism, GWMC, GSPCB, and Police departments. During the meeting, the Collector reviewed the progress made in the identification and registration of Bulk Waste Generators (BWGs), identification of dumping sites and black spots, and the availability of Material Recovery Facilities (MRFs) across the districts. The Deputy Collectors presented the status of these activities in their respective talukas and highlighted the progress. The Collector emphasised the need to expedite the registration of all identified Bulk Waste Generators and directed the concerned officers to ensure timely completion of the registration process. The importance of maintaining accurate and updated records to strengthen implementation of the Solid Waste Management Rules was also stressed. As per Rule 3(i) of the Solid Waste Management Rules, 2026, a Bulk Waste Generator (BWG) includes entities having a built-up area of 20,000 sq. m. or above, or water consumption of 40,000 litres per day or more, or generating 100 kg or more of solid waste per day. All identified Bulk Waste Generators (BWGs) were advised to register on the Goa State Pollution Control Board (GSPCB) portal by the upcoming Friday. It was informed that inspections have already commenced, and notices will be issued to BWGs that fail to register within the stipulated timeframe. The Collector further directed that fortnightly progress reports be submitted within the prescribed timelines and that updated, consolidated data on BWGs, dumping sites, black spots, and MRFs be furnished regularly to the Collector's Office. The feasibility of organising a district-level workshop for all concerned officers and stakeholders was also discussed to ensure uniform understanding and effective implementation of the Solid Waste Management Rules. @goacm @GovtofGoa @Coll_SouthGoa @KushavatiGoa

A coordination meeting regarding the celebration of Chieftains' Uprising Commemoration Day was convened under the chairmanship of Shri Ramesh Gaonkar, Additional Collector-II,South Goa,H/c Kushavati Districts, to review and finalise the arrangements for the upcoming programme. The meeting was attended by officers from various line departments. The Department of Information and Publicity was entrusted with printing and issuing invitation cards, handling publicity, and arranging the compere. The Police Department was assigned the responsibility of providing the Police Guard of Honour and Police Band. The Directorate of Education was directed to ensure the participation of school students, while the Public Works Department was tasked with repainting, erecting a waterproof shamiana, and carrying out other necessary works. The Joint Secretary (Protocol) was entrusted with protocol-related arrangements, including flowers, while the Cuncolim Municipal Council was assigned the beautification of the Chieftains' Memorial and the arrangement of refreshments for students. Speaker of the Goa Legislative Assembly and MLA from Sanvordem, @DrGaneshGaonkar, inaugurated the Jan Kalyan Shibir organised by the Department of Planning, Statistics & Evaluation, Government of Goa, at the Village Panchayat, Mollem, Dharbandora. The initiative aims to enhance the outreach of various government welfare schemes and ensure that eligible beneficiaries receive the benefits available to them. The camp featured dedicated counters to assist citizens in accessing key welfare schemes, including the Mhaje Ghar Yojana, Kisan Credit Card (KCC), and several other public welfare initiatives. On the occasion, eminent personalities from different fields were felicitated for their contributions. As part of the programme, Dr. Ganesh Gaonkar distributed Mhaje Ghar Yojana sanction letters to beneficiaries and handed over Kisan Credit Cards to eligible farmers, reaffirming the government's commitment to improving access to welfare benefits and supporting the farming community. #JankalyanShibir

A meeting of the District Level Monitoring Committee (DLMC) on Mental Health and Prevention of Suicide in Higher Education Institutions was chaired by Shri Ramesh Gaonkar, Additional Collector-II, South Goa and H/c Kushavati Districts, in the presence of Shri Bhushan Savaikar, Director of Higher Education. The meeting reviewed the mental health initiatives undertaken at BITS Pilani and was attended by officials from the Departments of Health, Social Welfare, Law, Tribal Welfare, Technical Education, IPHB, along with the Director and faculty members of BITS Pilani. During the meeting, the Committee reviewed seminars conducted on Emotional Intelligence and discussed measures to strengthen student well-being. It was decided to organise monthly health camps at BITS Pilani from August onwards. The BITS management informed that attendance for the upcoming health camp would be mandatory for first-year students, while the Chairperson directed that the camps be conducted every month. The Committee also resolved to make sports activities mandatory for first-year students and to organise a marathon on 10 October to mark World Mental Health Day. The Chairperson directed all the concerned departments to closely monitor and ensure the effective implementation of the decisions taken during the meeting. The 1st meeting of the District Development Coordination & Monitoring Committee (DISHA) for FY 2026–27 was chaired by Hon'ble MP (Lok Sabha) Capt. Viriato Fernandes and co-chaired by Hon'ble MP (Rajya Sabha) Shri Sadanand Shet Tanavade at the Mathany Saldanha Administrative Complex, Margao. Shri Ramesh Gaonkar, Additional Collector-II, South Goa, Heads and representatives of all line departments, along with public representatives from various local bodies, were present at the meeting. During the meeting, the Committee reviewed the progress of various developmental initiatives and discussed measures to strengthen the implementation of Central and State Government schemes. Key directions included organising training programmes to enable Self-Help Groups (SHGs) to establish MSME enterprises, enhancing publicity of welfare schemes through religious places and social media platforms, publicising the achievements of differently abled students who qualified the SSC examination, and directing the Education Department to ensure the quality of food served under the Mid-Day Meal Scheme. Additional Collector-II, South Goa, H/c Kushavati Districts,Shri Ramesh Gaonkar, chaired the 4th Monthly Meeting of the District Water & Sanitation Mission (DWSM) in the presence of Shri Narayan S. Tirvenkar, Member Secretary, DWSM. The meeting was attended by officials from the Health Department, Assistant Conservator of Forests (ACF), Range Forest Office (RFO), Information & Technology Department, Directorate of Panchayats, Block Development Offices (BDOs), Water Resources Department (WRD), Agriculture Department. The following key issues were discussed during the meeting: 1. The Directorate of Panchayats reviewed the implementation of the Swachh Bharat Mission (Gramin) 2.0 and presented the status of pending works in each Village Panchayat. It was informed that continuous follow-up is being undertaken with the Panchayats to ensure timely completion of the pending works. 2. The nomination of two women members for the constitution of Village Water and Sanitation Committees (VWSCs) under the Jal Jeevan Mission (JJM) and Swachh Bharat Mission (Gramin) was discussed. The committees will assist in monitoring water quality and the final list of members will be submitted by the Directorate of Panchayats to the concerned departments before the next meeting. 3. With regard to Jal Seva Aankalan, Village Panchayat Secretaries were directed to convene Gram Sabhas and upload the required information on the Central Government portal within the stipulated timeline. 4. It was also decided that training programmes on water quality testing will be conducted for the nominated women members after the Village Water and Sanitation Committees are constituted. All concerned were directed to adhere the above directions .
