He says that two of those drawings were classified by the AARO, although AARO couldn't classify anything; you had to go to other agencies that did have classification guides. So would that mean in that case that he saw something, it may not have been alien, but it was something very very sensitive that he drew." Tim Phillips: "Correct. You are correct, AARO were not a cabinet-level office. We don't have the authority to classify. We have to go by classification guides - derivative classifiers. So they would use the classification guides, say for the Department of Defence or the Director of National Intelligence or CIA. But that's how we classify - it's called derivative classification. And he's correct. Someone would come in, and we'd look at it. If we thought it was going to compromise sensitive government capabilities secrets, there are methods and ways to protect that and classify it accordingly."

The Pentagon's UAP Office - AARO - can classify materials brought forward by whistleblowers based on the classification guides of relevant agencies. AARO had no authority to classify - the DoW & CIA, etc. would classify materials it deemed could compromise sensitive gov capabilities.

In my view, sticking to one's expertise is valuable, but trying to tackle this topic exclusively from a conventional nuts and bolts perspective isn't likely to get us very far. Not because we need to go full spiritual, but because the high strangeness keeps showing up in ways that don't fit our current physics. We probably have to at least allow for some exotic or unknown physics to be in play, otherwise we're just ignoring most of the data that actually matters.
