The headlines here are a bit uncharitable. Mr. Pavel’s point though is he believes Putin will strongly consider mobilization after parliamentary elections, thus Ukraine has a narrow window of opportunity to exploit. Honestly though I don’t think a mobilization will do much to solve the Russian problem of not being able to mass forces. I guess you could try and do infiltration attempts along the entire line of contact and how something breaks but I’m not sure that’s a winning strategy.
