@drewlevin split master into master and High master, so the ranks are around 400 LP each

@drewlevin if LP is going to inflate so much, add more ranks for meaningful feelings of progression. every rank is 400 LP, and then master euw is like 900+ LP for some reason. It makes it feel like a mountain too high to climb. Setting smaller goals with ranks is better for the player
