In the context of the implementation of the Ecodesign for Sustainable Products Regulation (ESPR), Cosmetics Europe has co-signed a joint statement together with 10 other trade associations supporting the introduction of a robust and transparent system to disclose information on discarded unsold consumer products and stressing the need to ensure its feasibility for companies. The signatories call on policymakers to adopt a risk-based approach to the verification of the disclosed information, in line with the ESPR text and avoid the introduction of unnecessary administrative and financial burdens for companies. The European cosmetics, fragrance, and essential oils industries welcome yesterday’s Omnibus Proposal published by the European Commission. We believe it offers a proportionate and science-based approach that maintains the strong emphasis on consumer safety. The proposal responds constructively to concerns regarding administrative and compliance burdens. In particular, it clarifies and rationalises the interaction between the Classification, Labelling and Packaging Regulation and the Cosmetic Products Regulation, thus preventing unintentional bans of ingredients that are safely used in cosmetics, while ensuring consumer protection remains paramount. The proposal represents a positive move towards making the EU’s competitiveness ambitions more tangible for the European cosmetics, fragrance, and essential oils sectors. It reinforces the central role of safety in EU legislation and acknowledges our socio-economic footprint as part of the broader chemicals agenda, recognising the essential place of our products in people’s everyday lives. Cosmetics Europe welcomes the Omnibus proposal announced today by the @EU_Commission , which aims to reduce excessive administrative and compliance burdens for businesses, with no compromise on safety. We particularly note: 🔵The Clarification and simplification of Article 15.2 of the CPR to streamline processes and provide more legal certainty and predictability. 🔵The proposal for fixed periods for submission of derogation requests, introduction of transitional periods for compliance with new bans and restrictions under Article 15 and refinement of the derogation criteria and clarification of the approach to natural complex substances. 🔵The streamlining of processes for ingredient review to reduce red tape while maintaining safety, such as removing the redundancy regarding nanomaterial notification requirements As a constructive stakeholder, Cosmetics Europe will continue to actively participate in the dialogue with EU policy makers as well as all the other involved stakeholders, to ensure that the highest level of consumer safety is upheld within a regulatory environment that genuinely encourages innovation and competitiveness.
