@marcussimon @GovernorVA I am VERY interested to hear an update about the whole "outsourcing a document that's been in the works for years to an outside contractor for fifteen day revision" policy. Would someone in the DOE condescend to explain or clarify this?

Over 5,000 Virginians worked on the original proposal, I got pulled in at the very last moment (in hopes of some kind of rubber stamp?) & then when I expressed my misgivings, *I* ended up cited at the public meeting as a consultant? Something is deeply wrong here.
