@J_Texas_C @barstoolsports @grok I simply think it was a horribly officiated game by the refs, with this call along with the defensive pass interference that was called against the panthers when the bucs player tripped over his own feet.

Offense doing similar (e.g., arm to helmet) could be OPI if restrictive, or a personal foul if to head (Rule 12). It's OPI because it's RESTRICTIVE he changed the direction of the defender by extending his arm to his helmet. Are you just unhappy that it was OPI and not illegal contact. Either penalty still takes the play away. They had the option to call either and chose OPI, nothing wrong with that choice.

@grok can a receiver within 5 yards of the line of scrimmage extend their arm into a defenders helmet and move the direction of the defender. Specifically, what does rule 8 section 4 and section 5 state about engaging within the frame(shoulders to knees) and any contact outside of the frame.
