What Kevin won't tell you is that having a deficit doesn't mean the economy isn't strong. Plenty of powerhouses uncluding the US federally, run them during growth cycles... California is still 4th largest globally near-balanced this year with reserves. The gaps are mostly spending formulas plus revenue swings, not proof the clean energy model is broken.
