This is not law enforcement, this is repression. The arrest of @cdfzim convener @BitiTendai & programs director @MorganNcube9 for a private meeting in Mutare shows a government that is scared of its own people. MOPA is just an excuse the real issue is fear of people who speak out. We stand with Biti and Ncube. This is an attack on every Zimbabwean. #NoTo2030 ✊🏾🇿🇼

One thing about @matinyarare he stands firm on whatever he believes on and doesn't follow the wind. We may hate or love him but on CAB3 he is clear , spot on and is articulating well. Arikuti no to 2030.

We condemn, in the strongest possible terms, the arrest of @BitiTendai and Morgan Ncube, who were lawfully holding a private meeting in Mutare. This brazen act lays bare a regime that seeks to silence dissent while arrogating to itself the exclusive right to assemble. It is both unjust and unconstitutional that citizens are persecuted for meeting freely, while ZANU-PF members are given unchecked space to organize. The attempt to amend the Constitution without the consent of the citizens is illegitimate and a direct assault on democratic principles. Zimbabwe belongs to all of us! #NoTo2030

There’s no way @ParliamentZim can consider their consultative process on Constitutional Amendment Bill No.3 to have been sufficiently fulfilled when virtually all the organised platforms known to oppose the Bill are blocked from holding public meetings and when they do so, their leaders and members are either beaten up or arrested! I would like to believe that the Commissioner-General of @PoliceZimbabwe is actively opposed to the Bill as well and has probably instructed his officers to block as many meetings of the Bill’s opponents as possible in order to delegitimise the consultative process as having failed to satisfy the legal requirement. Because, how else does one explain that after nearly a month of the consultation process gone already, @PoliceZimbabwe are still blocking everyone except @ZANUPF_Official from holding consultative meetings? @PoliceZimbabwe also seem intent on courting as much negative international attention snd criticism of this Parliamentary charade as possible by arresting leaders of citizens’ initiatives trying to debate the amendments. And this after also brutally assaulting Prof Madhuku, a globally renowned constitutional law expert! @PoliceZimbabwe we demand the release of @cdfzim’s @BitiTendai and Morgan Ncube! It is not a crime for citizens to gather and discuss these constitutional amendments!

WE, THE PEOPLE unequivocally condemn the arrest and detention of our CDF Convener @BitiTendai & Morgan Ncube, the Director of Programs. The duo didn’t breach any law, they’re responsible citizens who are simply driven by a commitment to raise awareness and protect the Constitution. Section 7 (c) of the Constitution compels the state to civic organizations to raise awareness and disseminate knowledge of the Constitution. Thus, it was irresponsible of the @PoliceZimbabwe to carry guns, disrupt and arrest our leaders for a private meeting. What we need are debates to strengthen Constitutionalism not bullets to weaken democracy. As CDF, we are grateful for the outpouring messages of solidarity both at home and abroad, we feel that we are not alone in this struggle.

The CDF Convener Tendai Biti and Director of Programs Morgan Ncube have been detained by police in Mutare and have been charged with contravening MOPA by failing to notify police of a public meeting. They are likely to appear in court on Monday. We note the solidarity recieved from various corners. Our programs will not be deterred by these illegal and unconstitutional restrictions. Operation Chiverevere is going to keep going until every Zimbabwean has been reached and understand that we cannot have a Mnangagwa dynasty in Zimbabwe. Those in Mutare, your solidarity will be important as we continue to organize against the mutilation of our constitution!

Amnesty International strongly condemns the arbitrary arrest and detention of Constitution Defenders Forum (CDF) convener Tendai Biti, its programs director Morgan Ncube, journalist Fanuel Chinowaita, and lawyer Nyasha Gerald Mukonyora in Mutare yesterday. Of the four, Nyasha Gerald Mukonyora and Fanuel Chinowaita were released without charge after being detained for several hours, while Tendai Biti and Morgan Ncube were charged with contravening the Maintenance of Peace and Order Act by failing to notify the police of a public meeting and are expected to appear in court for their initial hearing on Monday, 23 March 2026. We demand the immediate release of Tendai Biti and Morgan Ncube, who were peacefully exercising their constitutionally guaranteed rights. Authorities must respect, protect, and guarantee the freedom of assembly, expression, and association.
