Less than usual wr1 target count. Zay, being the only threat in the passing game on a struggling raven offense, makes it more impressive that he put up numbers in that offense.

It doesn't make sense anyway because yardage is scheme dependent on target count, and zay is only a 3rd year receiver. Most of these rookies probably peaked.
