Seeing Simeon go on about doctors (who are also seeing shortages) does *not* give me hope of productive negotiations.

@StereoIncognito @nzmrichards On its own merits, I don't think it's a bad idea/policy (and probably targeted to get some retired/left teachers back into relieving at least). Wary of fish hooks, but cautiously hopeful.

I think that'll be down the track - the more obvious one here is they'll use it in the next contract negotiations as "we've already done this, these teachers are so ungrateful" to lowball offers.
