Why not look at the visibility of building offshore launch facilities? The oil and gas industry is already perfected building these platforms that are able to withstand storms and last decades. And with an offshore platform, you’re away from the general population for safety and noise and there’d be no need to have a water flood system for vibration and sound taping on the launchpad.
