This wasn't to suggest that every single child would die at the hands of loop cords on blinds, but enough had, to warrant immediate change. It also wasn't to suggest that ALL blinds were bad and blinds should be made entirely illegal, but 20 children in 10 years was seen as an emergency to prevent the same thing ever happening to another child.
