350 retired KEMRI workers are still waiting for their pensions. 47 have already died before receiving a single shilling. The rest are elderly, sick, and struggling to survive. Yesterday, the Senate Labour Committee heard the pension board meant to pay them is bankrupt. How does a government deduct pension money for years, then tell retirees thereโ€™s nothing to pay them with? And KEMRI is not alone. Teachers and other retirees have long complained of delays, bribery, and endless suffering just to access money they earned. I ENDED my 4-year term as a parent of Alliance Girls High School in December last year. I may not have the very finest details about the financial manenos raised by the Education Ministry yesterday but I read mischief in the who matter. I know how fast propaganda travels even before the truth and facts have put on shoes. First the Principal Margaret Njeru reported at Alliance Girls in October last year from Masii Girl. She took over from Jedidah Mwangi who retired after heading the school since early 2023. In fact I have only met Ms Njeru once because visits to the school were restricted in the third term. What I can say as a former parent (and certainly I am not the only one) is what I said here several time in 2024 and 2025 amidst controversy. That AGHS has its own financial tradition going back many years and which is negotiated and agreed upon by parents. It has its traditional activities which are financed either by parents or other sources of funds different from the ministry and which give the students and teachers the academic drive and energy. Let's be honest, the President's daughter was a student at the school and left about two years ago. What's this that the President himself as a parent never encountered that is now a subject of such a "scandal"? Alliance Girls has the who-is-who in its community of parents and that has been the case for years. In fact, its thise "mighty" parents who fight to protect the history, the traditions and the dignity of the school for the sake of their daughters. The AGHS parents have a very independent and self regulating ways of raising the money to meet expectations and I can state without fear of contradiction that some of the activities are financed from account run by parents as signatories. I say because I know the details that far. Investigations are good and measures to protect public funds are good too. But what looks like witch hunting should be pointed out at the earliest opportune moment.

1. The approved Capitation for primary school is capped at Ksh 1,400 per year. The funds are usually released by the National Treasury to the Ministry of Education on termly basis in the ratio of 50:30:20. 2. โ The capitation amount is arrived at based on clear expenditure lines (vote heads) that are determined by estimated costs incurred by EACH learner. 3. โ Upon receipt of the money, and based on the exact amount received, MoE releases the funds with an accompanying circular detailing the expenditure breakdown (vote heads). 4. โ The figures in reference to the circular are based on this practice. 5. โ In summary, MoE wishes to clarify the following: โ€ข MoE determines how much money is allocated to each vote head based on the total amount of capitation received from the National Treasury โ€ข Capitation funds are released on three phases corresponding to the school calendar terms โ€ข โ The circular in reference is based on the 2nd term tranche as received from National Treasury. โ€ข โ The amounts shown are per learner, not per school -The KSh 95.25 PER LEARNER is for learning materials only (books, stationery, etc.) -The KSh 93.08 PER LEARNER for school operations (staff, maintenance, utilities, exams) @EduMinKenya @_BasicEdu

17 BILLION for State House Vs 188.33 shillings for capitation โœˆ๏ธ Over 150 MILLION for the VPโ€™s air travel in just 2 months. Education? 188.33shillings in total capitation per learner, of which just KSh 40 goes to exercise books. To add insult to injury, the circular disbursing these funds has the audacity to strongly word the letter saying: โ€œโ€ฆthe utilization of the funds will be STRICTLY as followsโ€ฆ.โ€ They are strictly managing 188 shillings while billions flow freely to luxury at the top. Hii ndio madharau!! It is us the public Vs them. Kenya deserves better.

This early morning we reveal an even bigger education scandal touching on SHA & NHIF. A circular sent to schools by the Ministry of Education (Kenya) shows that the government has released KSh4,766 per high school student for 2nd term under โ€œfree secondary education.โ€ But which secondary school in Kenya can realistically run on KSh4,766 per learner for a whole term? And here is the bigger question: The same circular shows KSh300 per student deducted for medical insurance. Yet the student insurance scheme under NHIF was removed, and schools are now being told to register learners under SHA which parents have to pay. So why is KSh300 still being deducted? Where is that money going? Before, this money was tied to NHIF medical cover for students. KSh300 may look small, but multiply it by thousands or millions of students and you begin to see the scale of the money involved.
