4/ Additional improvements include: - Stronger SEC/CFTC coordination - Bankruptcy protections for digital commodity trades - Negotiated stablecoin yield rules - Federal preemption of conflicting state restrictions There is still more work ahead, but this updated text represents meaningful progress toward clear rules of the road for the digital asset ecosystem. We'll continue advocating to get this across the finish line.

3/ The Blockchain Regulatory Certainty Act remains largely intact and continues protecting neutral software developers and infrastructure providers. The revised text appropriately clarifies that these protections do NOT apply to actors intentionally building tools to facilitate criminal activity, preserving protections for legitimate innovation while targeting bad actors.
