Div Com Kashmir directs for meticulous execution of plans for seamless Nasha Mukt J&K Padyatra SRINAGAR, APRIL 30: In preparation for the upcoming Nasha Mukt J&K Padyatra scheduled for May 3, Divisional Commissioner Kashmir, Anshul Garg, on Thursday chaired a high-level meeting to review arrangements laying strong emphasis on precision, coordination, and seamless execution. The meeting was attended by senior officials, including the DIG Central Kashmir, Deputy Commissioner Srinagar, Commissioner SMC, Director Information & Public Relations, Director Health Services, SSP Traffic, and heads of various departments such as School Education, Higher Education, Transport, Culture, Hospitality & Protocol, Tribal Affairs, and other key stakeholders. During the meeting, the Divisional Commissioner stressed the importance of meticulous planning and effective inter-departmental coordination to ensure the smooth conduct of the padyatra and associated events. He directed all concerned departments to formally invite stakeholders and special guests in advance. On the occasion, the Div Com gave special emphasis to arrangements at the Football Stadium, the designated venue for the flag-off ceremony besides arrangements enroute and at culmination point.  Officials were instructed for installation of Pandals, ensure adequate seating facilities for VVIPs, dignitaries, and participants. He also instructed that partipants must reach the venue before 7:30 AM for timely commencement of the event. Regarding transportation facility, designated nodal officer was tasked with developing a comprehensive plan for the movement of students and participants, ensuring sufficient transport availability on designated stations. The Information Department was assigned the responsibility of enhancing the event’s outreach and visibility through the installation of a Public Address System (PAS), preparation of a theme-based video, display of an anti-drug pledge on digital screens, and the creation of thematic flags and banners. To amplify public engagement, the Divisional Commissioner also directed the formation of a human chain by students from the venue up to Poloview.  The Deputy Commissioner Srinagar was instructed to ensure the availability of essential services along the entire route of the padyatra. The Cultural Department was tasked with organizing performances, including songs and thematic presentations, within a stipulated timeframe. Meanwhile, the Hospitality & Protocol Department was directed to distrubute refreshments for students and participants in advance while for VVIPs, and other dignitaries at the venue. Security and crowd management responsibilities were entrusted to the Police Department, which will also oversee the deployment of a police band to support the event. Div Com Meets Religious Leaders, Invites for Participation in Nasha Mukht J&K Padyatra Srinagar, April 29: Continuing outreach efforts to engage stakeholders in the fight against drug abuse and to build a narcotics-free society, Divisional Commissioner Kashmir, Anshul Garg, today held a meeting with religious leaders from various faiths.  The meeting was attended by Imams, members of the Shia Community, Gurudwara Prabandhak Committee, and representatives of the migrant Hindu community. During the interaction, the Divisional Commissioner appreciated the proactive role of religious leaders in the Nasha Mukht J&K Abhiyaan, noting their influence in spreading awareness through religious institutions and community engagement. He emphasized that the role of religious leaders is indispensable in combating the growing menace of narcotics. On the occasion, he extended a cordial invitation to all religious figures, across sects and faiths, to participate in large numbers in the Nasha Mukht J&K Padyatra scheduled for May 3. Div Com Kashmir interacts with Trade Bodies; extends invitation for Nasha Mukt J&K Pad Yatra on 3rd May SRINAGAR, APRIL 28: Divisional Commissioner Kashmir, Anshul Garg, today held an interaction with members of various trade bodies of Srinagar and representatives of non-governmental organizations (NGOs) to appreciate their active role against drug menace and extended invitation for participation in the Nasha Mukht J&K Pad Yatra, a mass movement aimed at raising awareness against drug abuse and narcotics. During the interaction, the Divisional Commissioner stressed on the collective efforts of traders, civil society groups, NGOs and youth organizations for their enthusiastic involvement in the Pad Yatra, which will witness mass participation across the region. He emphasized that such unified initiatives reflect the strong societal responsibility to combat the growing menace of substance abuse. Anshul Garg stressed that the fight against drugs requires sustained community engagement and coordination among all stakeholders. He urged trade associations and NGOs to mobilize their members for overwhelming participation in Pad Yatra on May 03 for spreading awareness about the harmful effects of narcotics, particularly among the youth. Nasha Mukht J&K Pad Yatra in Srinagar on May 3; Div Com finalizes arrangements Extends invitation to general public for participation in the mega campaign SRINAGAR, APRIL 27: As part of the intensified efforts under the Nasha Mukht J&K Abhiyaan, a mega Pad Yatra will be held in Srinagar on May 3, 2026, to raise mass awareness against drug abuse. The event will be flagged off by Hon’ble Lieutenant Governor Shri Manoj Sinha. In this regard, Divisional Commissioner Kashmir, Anshul Garg, chaired a comprehensive meeting with officers from various government departments at TRC to finalize arrangements and assign responsibilities to ensure smooth conduct of rally and maximum public participation. Addressing the meeting, the Divisional Commissioner emphasized the need for a coordinated and proactive approach by all departments to mobilize staff and stakeholders. He stated that the Pad Yatra aims to send a strong and unified message against drug abuse and dismantle the networks involved in drug peddling. "Over 35,000 participants from different sections of society are expected to join the event for a collective commitment towards building a drug-free Jammu and Kashmir" the Div Com said. He added that the initiative follows a “Whole-of-Government” approach focusing on prevention, treatment, and strict enforcement to eliminate drug abuse. Highlighting the broader significance of the event, the Div Com remarked that the fight against drug abuse is not merely a policy initiative but a moral and societal responsibility to safeguard the social fabric of the region. During the meeting, detailed arrangements were reviewed, including the singing of the National Anthem and National Song, screening of anti-drug awareness videos, organizing cultural programmes, holding of pledge ceremony, and a signature campaign. Besides, the Div Com reviewed necessary arrangements for venue decoration and route management. Departments were directed to ensure adequate logistical support, including transportation, drinking water facilities, distribution of caps and T-shirts, installation of pandals, deployment of medical teams and ambulances, as well as fire safety measures. Meanwhile, he also extended an open invitation to the general public to participate in large numbers and contribute to the collective fight against drug abuse. Div Com Reviews Preparations for Mega Nasha Mukht Bharat Abhiyaan Pad Yatra in Srinagar Calls for Widespread Public Participation in Rally to Combat Drug Menace Srinagar, April 24: Divisional Commissioner Kashmir, Anshul Garg, on Friday chaired a high-level meeting to review arrangements for the upcoming Mega Nasha Mukht Pad Yatra, scheduled to be held on May 3 in Srinagar. The event will be flagged off by Hon’ble Lieutenant Governor, Shri Manoj Sinha. The meeting was attended by Deputy Commissioners and Heads of Departments from across the Kashmir Division. During the review, the Divisional Commissioner emphasized the need for broad-based participation from all sections of society to ensure the success of the rally and to effectively raise awareness about the growing drug menace. He underscored the importance of involving social organizations, NGOs, professionals, students, progressive farmers, associations, public representatives, institutions, government departments, sportspersons, and other stakeholders to deliver a strong and unified message against substance abuse. To facilitate large-scale participation, the Divisional Commissioner directed the concerned authorities, including SRTC, the Transport Department, and the Srinagar Municipal Corporation (SMC), to make adequate transportation arrangements for participants. He also instructed the Public Health Engineering (PHE) Department to ensure the availability of drinking water facilities along the route and at the venue. Further, the Hospitality and Protocol Department was tasked with arranging refreshments for participants. Div Com Kashmir reviews various Revenue Matters, Development Initiatives SRINAGAR, APRIL 24: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting to review a range of revenue-related matters, including migrant properties, construction of houses for terror victims, digitization of land records, Digital Crop Survey, and development of urban revenue-generating assets. The meeting was attended by Deputy Commissioners, the Additional Commissioner Central, and the Officer on Special Duty to the Divisional Commissioner Kashmir. While reviewing progress on the construction of houses for terror victims, the Divisional Commissioner directed Deputy Commissioners to ensure that all eligible beneficiaries possess the requisite land, with a minimum of five marlas, to facilitate timely assistance. Regarding the updation of Girdawari records of religious and heritage sites, he instructed the Deputy Commissioners to ensure that all structures of cultural and historical importance are properly documented and their records duly updated and certified. The Divisional Commissioner also assessed the status of migrant properties, including the quantum of land, district-wise progress in removal of encroachments, and the disposal of grievances submitted by migrants. Reviewing progress under the SVAMITA Scheme and Digital Crop Survey, he urged Deputy Commissioners to intensify efforts to achieve timely implementation and broader coverage. Further, the Divisional Commissioner directed Deputy Commissioners to prepare Detailed Project Reports (DPRs) under the Urban Challenge Fund in consultation with Municipal Executive Officers to focus on the development of public utility and revenue-generating infrastructure in urban areas, including parking facilities, bus stands, and other convenience assets. Also, he called for ensuring active participation of public representatives and citizens in the ongoing Pad Yatra organized under the Nasha Mukht Campaign, aimed at promoting a drug-free society. Div Com Kashmir reviews progress of 60 MLD Noorbagh STP, other Key Projects SRINAGAR, APRIL 17: Divisional Commissioner Kashmir, Anshul Garg, today conducted a comprehensive review of the progress on the 60 MLD Sewage Treatment Plant (STP) at Noorbagh, along with other major ongoing projects being executed by the Urban Environmental Engineering Department (UEED) in Kashmir. The meeting was attended by Deputy Commissioner Srinagar, Akshay Labroo; Chief Engineer, KPDCL; Superintending Engineer, UEED; Executive Engineer, R&B; representatives from NBCC; and other concerned officials. At the outset, the Superintending Engineer, UEED, delivered a detailed presentation covering key aspects of the projects, including electricity supply, leakage issues, pending household connections, relocation of shops along the 90-feet road, and demolition of unsafe structures at Alamgiribazar. He also shared details on the preparation of a Detailed Project Report (DPR) for newly developed habitations in Zone-III of Greater Srinagar, incorporating advanced systems such as tertiary treatment and SCADA for the 60 MLD STP. The meeting also reviewed progress on other proposed STPs, including a 30 MLD facility aimed at mitigating pollution in Dal Lake, a 14 MLD STP at Alluchibagh, and a 6 MLD STP to address pollution in Doodganga. During the review, the Divisional Commissioner directed that all issues related to electricity supply and leakages at the Noorbagh STP be resolved by May 31 to ensure the facility becomes fully operational. He further emphasized expediting the connection of all pending households to the STP network. Regarding the relocation of shops, officials informed that funds have already been released by UEED and the process is expected to be completed by August this year. It was also noted that UEED is in the process of preparing a fresh in-house DPR for newly developed habitations in Zone-III of Greater Srinagar, incorporating tertiary treatment, SCADA, and Online Continuous Effluent Monitoring Systems (OCEMS). Div Com Kashmir chairs MDC Meeting on Traffic Management; Emphasizes on effective decongestion measures SRINAGAR, APRIL 11: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting of the Multi-Disciplinary Committee (MDC) on Traffic Management to review ongoing initiatives and assess measures for streamlining traffic flow and reducing congestion across Srinagar. The meeting was attended by Deputy Commissioner Srinagar, Akshay Labroo, Chief Executive Officer, Srinagar Smart City Limited (SSCL), Vice Chairpersons of Srinagar Development Authority (SDA) and LCMA, Senior Superintendent of Police (Traffic), and senior officers from the Education and Roads & Buildings (R&B) departments. During the meeting, the Divisional Commissioner reviewed the status of Detailed Project Reports (DPRs) for the development of parking facilities, progress on key infrastructure projects, and ongoing works at critical junctions including Natipora–Chanapora T-Junction and the Shalteng–Parimpora Flyover. He also assessed the progress of Smart City initiatives, including painting of bus stops, marking of stop lines at major crossings, operational readiness of the Zoonimar charging station, and development works at Batamaloo and Hazratbal. Emphasizing to ease congestion due to school buses, the Divisional Commissioner directed the concerned officers to convene a meeting with stakeholders to explore regulation of school timings, subject to approval by the competent authority. He further instructed the SSP Traffic to intensify enforcement against traffic violations and ensure effective issuance of challans to violators. The meeting held detailed deliberations on measures to curb on-road parking and proposed the identification and declaration of no-parking zones in heavily congested areas. It was also informed that all ITMS cameras are fully functional and actively supporting traffic monitoring and enforcement. Div Com Kashmir reviews Flood Mitigation measures SRINAGAR, APRIL 07: Divisional Commissioner Kashmir, Anshul Garg today chaired a high-level meeting to review flood mitigation measures undertaken by the Irrigation & Flood Control (I&FC) Department, along with preparedness of the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) ahead of the upcoming monsoon season. The meeting focused on strengthening embankments to enhancing the overall flood resilience of the River Jhelum system besides mock drills of disaster management. During the meeting, the Divisional Commissioner conducted a comprehensive review of ongoing flood management works and emphasized the need for timely execution of advance measures prior to the onset of the monsoon. He also reviewed key non-structural interventions, including flood hazard mapping, land-use planning regulations, flood early warning systems, public awareness initiatives, and sediment management strategies such as regulated riverbed material extraction. The Div Com also assessed preparedness and resource augmentation of NDRF and SDRF. On the occasion, the Divisional Commissioner directed NDRF and SDRF to conduct regular mock drills in coordination with district administrations to ensure effective emergency response. He also stressed the importance of Yatra-specific preparedness of mountain rescue teams, alongside strengthening urban flood response mechanisms and augmenting equipment availability. The Div Com directed I&FC Department to work as the nodal agency for resource and equipment pooling, as well as maintaining a centralized repository of manpower and contact details. Furthermore, the Divisional Commissioner emphasized the need for clear demarcation of stretches along the River Jhelum under the jurisdiction of respective Executive Engineers. He also directed the rational deployment of manpower, including shifting personnel from northern districts to southern areas for effective gauge monitoring across 126 identified beats comprising canals and rivulets of the Jhelum basin. Departure of Hajj Pilgrims: Div Com Kashmir reviews preparations Stresses on close coordination among agencies for smooth departure of pilgrims SRINAGAR, APRIL 04: In preparation for the upcoming Hajj pilgrimage, the Divisional Commissioner Kashmir, Anshul Garg , today chaired a high-level meeting to review arrangements for the smooth departure of pilgrims. The meeting was attended by Deputy Commissioners from across Jammu & Kashmir and Kargil, besides departments including Airport Authority, Emigration, Customs, Tourism, Public Works (R&B), PHE, KPDCL, Health, Transport, Traffic, Police, CISF, J&K Bank, and other concerned agencies. Hajj flights are scheduled to operate from April 18 to April 28, 2026. This year, a total of 4,706 pilgrims from Jammu & Kashmir will undertake the sacred journey of Hajj. Emphasizing the importance of coordinated efforts, the Divisional Commissioner directed all departments to ensure comprehensive preparations for the pilgrimage. He instructed Deputy Commissioners to oversee arrangements and facilitate pilgrims effectively. Special attention was given to ensuring the availability of essential services at the Hajj House, including uninterrupted electricity and water supply, sanitation, and healthcare facilities. The Divisional Commissioner further instructed J&K Bank to maintain adequate availability of foreign exchange in lower denominations to avoid inconvenience to pilgrims. He also called for proper boarding and lodging arrangements for pilgrims arriving from Jammu and Ladakh. To ensure seamless travel, Customs and Emigration authorities were asked to establish special facilitation counters at the airport for quick clearance.
