Div Com Kashmir reviews arrangements for Forthcoming Religious Festivals SRINAGAR, MARCH 18: To ensure smooth and peaceful celebrations of the forthcoming religious festivals of Eid-ul-Fitr, Navroz and Navratra, the Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting of officers to review the preparedness and arrangements being put in place across the Kashmir Division. The meeting was attended by all Deputy Commissioners, Commissioner SMC, SSP Srinagar, Chief Engineer PWD, ARTO Kashmir, Director Sheep Husbandry Kashmir, SSP Traffic Rural Kashmir, Joint Director Information Kashmir, Joint Director FCS&CA and other senior officers of concerned departments. At the outset, the Deputy Commissioners briefed the Divisional Commissioner about the arrangements being put in place in their respective districts for the smooth celebration of Eid-ul-Fitr, Navroz and Navratra. They also apprised him regarding the availability and stock position of essential commodities, including LPG, petrol and diesel. While addressing the meeting, the Divisional Commissioner directed all Deputy Commissioners to ensure meticulous arrangements with regard to the availability of basic facilities, deployment of Magistrates, and effective security and traffic management, particularly at major congregational places where Eid prayers are scheduled to be held. He directed KPDCL to ensure uninterrupted electricity supply across the Kashmir Division on the eve of Eid-ul-Fitr, especially at Aasar-i-Sharief Hazratbal and other prominent religious places. The Jal Shakti Department was instructed to ensure adequate and uninterrupted supply of safe drinking water during the festive days. With regard to essential commodities, the Divisional Commissioner emphasized maintaining adequate stocks and ensuring the availability of all essential items, including LPG, petrol and diesel, across the division so that the public does not face any inconvenience during the celebrations. The FCS&CA Department was directed to ensure sufficient domestic LPG stock in all districts and to prevent any shortages. He further instructed concerned authorities to conduct comprehensive market inspections to curb hoarding, overpricing and the sale of substandard goods. Stressing close coordination among enforcement agencies, he directed that fair pricing and adequate availability of essential commodities, particularly mutton and poultry, be ensured on the eve of Eid-ul-Fitr. Reviewing traffic management measures, the Divisional Commissioner directed traffic authorities to regulate vehicular movement near major mosques and marketplaces. He also emphasized the arrangement of adequate public transport facilities on key routes leading to Hazratbal to facilitate smooth movement of devotees, especially for Eid prayers. To ensure safety at congregation venues, he directed the deployment of fire tenders and adequate security personnel to ensure the smooth and peaceful celebration of all the festivals across the Kashmir Division. Div Com reviews progress of digitization of Jamabandis, backlog mutations across Kashmir Division Directs rectification of errors, time-bound completion of pending mutations SRINAGAR, MARCH 11: Divisional Commissioner Kashmir, Anshul Garg today chaired a meeting to review the progress of digitization of Jamabandis across the Kashmir Division and to assess the status of backlog mutations and implementation of the SVAMITVA Scheme. The meeting was attended by Commissioner Survey & Land Records, Deputy Commissioners of the Kashmir Division, Additional Commissioner (Central) with the Finance Commissioner Revenue, besides other concerned officers. Deputy Commissioners briefed the Divisional Commissioner about the progress of digitization of Jamabandis, digitization of backlog mutations and grievances received during the public reading camps of Jamabandis held across their respective districts. The Divisional Commissioner directed that the errors identified during the public reading of digitized Jamabandis should be rectified promptly to ensure accuracy and transparency in land records. While reviewing the status of digitization of backlog mutations, the Divisional Commissioner emphasized the need for a district-level strategy to ensure timely disposal of pending mutation cases. He directed all Deputy Commissioners to expedite the process so that the backlog is cleared within the stipulated timeline. Meanwhile, the Deputy Commissioners raised certain technical issues being faced while punching backlog mutation data on the portal. The Commissioner Survey & Land Records informed that these technical issues are being addressed and will be resolved by the technical team soon. The meeting also reviewed the status of the SVAMITVA Scheme, including villages surveyed, submission of Maps, and generation and distribution of property cards. Div Com Kashmir chairs Divisional Level PWMC meeting Directs strict enforcement of Single Use Plastic ban across Kashmir division SRINAGAR, MARCH 07: Divisional Commissioner Kashmir, Anshul Garg today chaired a meeting of the Divisional Level Plastic Waste Management Cell (PWMC) in his office chamber, to discuss measures for elimination of Single Use Plastic (SUP) and to address the issue of plastic pollution in the Union Territory. The meeting was attended by Commissioner SMC, Director General Rural Sanitation, Director Urban Local Bodies (ULB) Kashmir, Director Rural Development Department Kashmir and other concerned officers. During the meeting, Director ULB Kashmir briefed the Divisional Commissioner about the implementation of Plastic Waste Management Rules, formation of Special Task Force, establishment of Plastic Management Cell, besides action taken in terms of seizure of Single Use Plastic and imposition of fines on violators. The Divisional Commissioner directed all stakeholder departments to ensure strict enforcement of the ban on Single Use Plastic across the division. He also stressed that extensive awareness campaigns should be carried out to sensitise the public about the harmful effects of SUP on the environment. Div Com Kashmir reviews progress of transit accommodation for migrant employees Over 4100 flats completed across Kashmir, 680 more to be ready by April 2026 SRINAGAR, MARCH 07: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting to review the progress of construction of transit accommodation for migrant employees across Kashmir division. The meeting was attended by Deputy Commissioners, Relief & Rehabilitation Commissioner (Migrant), Chief Engineers of KPDCL, Jal Shakti, MED&H and other concerned officers. At the outset, the Relief & Rehabilitation Commissioner gave a detailed presentation on the physical progress of the transit accommodation and the status of allied works. It was informed that out of a total of 6000 flats being constructed at 20 locations across the Valley, 4112 flats have been completed so far, of which 3257 have already been allotted to migrant employees. During the meeting, the Divisional Commissioner reviewed the status of completion of transit accommodation flats in each district. He also took a detailed review of the availability of essential services including water supply, electricity, drainage facilities and Sewage Treatment Plants (STPs), besides the physical status of other allied works in the accommodation towers. While reviewing the physical progress of the under-construction towers, the Relief & Rehabilitation Commissioner informed that around 680 additional flats are expected to be completed by the end of April 2026. The Divisional Commissioner stressed that priority should be given to completing the remaining flats along with all allied infrastructure within the already fixed timelines. He also asked the concerned Deputy Commissioners to personally visit the project sites along with officials of executing agencies to resolve minor issues that are hindering the completion of works. Div Com Reviews Projects for Traffic Management and Road safety in Srinagar SRINAGAR, MARCH 05: The Divisional Commissioner Kashmir, Anshul Garg, on Thursday chaired a meeting to review finalization of Detailed Project Reports (DPRs) for parking sites, roads and bridges, besides identifying black spots to ensure smooth traffic movement and decongestion of Srinagar. The meeting was attended by the Deputy Commissioner Srinagar, CEO of Srinagar Smart City Limited (SSCL), SSP Traffic Srinagar, RTO Kashmir, and officers from the Roads & Buildings (R&B) Department, Srinagar Development Authority (SDA) and National Highways Authority of India (NHAI). Addressing the officers, the Divisional Commissioner directed all departments to submit reports on developmental projects related to roads, bridges and parking areas, including details of approved works, proposals under submission and new project proposals. He also instructed the departments to submit a report on traffic black spots and bottlenecks along with proposed interventions by Monday. The CEO of Srinagar Smart City Limited was directed to rationalize e-bus routes, ensure adherence to time schedules and designate proper bus stops. The R&B Department and Border Roads Organisation (BEACON) were asked to submit a report regarding the closure of crossings along the National Highway from Parimpora to Narbal. The Divisional Commissioner also urged SSP Traffic to ensure optimum utilization of ITMS cameras for effective enforcement of traffic regulations and generation of challans. Further, the CEO SSCL was directed to ensure painting of stop lines and marking of zebra crossings on roads. The Divisional Commissioner instructed that work on the IT-based car parking be completed by March 31. Div Com Kashmir conducts City Tour; Inspects E-Bus Charging Stations Reviews Riverfront Proposal at Habakadal SRINAGAR, FEBRUARY 28: Divisional Commissioner Kashmir, Anshul Garg on Saturday undertook an extensive tour of Srinagar city to review the progress of ongoing developmental works at various locations. He was accompanied by Commissioner SMC/CEO SSCL, General Manager SRTC, Deputy Director Planning (DDP), and other senior revenue officers. During the visit, the Divisional Commissioner inspected the e-bus charging station at Zoonimar, Soura, and assessed the status of the ongoing works. He was informed that the facility is expected to be commissioned by March 15. He directed the concerned officers to evaluate the operational impact of the charging station, particularly in terms of service efficiency, traffic decongestion, circulation management, and public convenience. The Divisional Commissioner also reviewed the construction of residential houses being developed for eight families from Habakadal at a nearby site and stressed timely completion of the project. While visiting the proposed site for an additional e-bus charging station at Hazratbal, he instructed the CEO, Srinagar Smart City, to prepare detailed site drawings and examine the feasibility of the project in consultation with the Vice Chairman, LCMA. Taking note of the deteriorating condition of the Habakadal Foot bridge, the Divisional Commissioner directed the CEO SSCL to consult local representatives and expedite necessary renovation measures. Div Com Kashmir reviews progress on Jhelum Water Transport Project SRINAGAR, FEBRUARY 19: Divisional Commissioner Kashmir, Anshul Garg, along with the Secretary Transport Department, chaired a meeting to review the progress on preparation of cost estimates for utility interventions along River Jhelum aimed at facilitating water transport. The meeting was attended by Deputy Commissioners of Srinagar, Budgam, Anantnag, Pulwama, Ganderbal, and Bandipora, the Regional Transport Officer (RTO) Kashmir, Assistant Director IWAI Baramulla, Chief Engineers of KPDCL and KPTCL, Superintending Engineers of R&B and PHE departments, among other officials. During the meeting, the Divisional Commissioner outlined clear timelines for resolving issues affecting the project. He instructed engineers to submit cost estimates within weeks for key interventions, including removal of cofferdams and ensuring adequate height clearance of 33KV and 11KV power lines along the river stretch. While reviewing the Action Taken Report on land possession at eight identified locations along River Jhelum, officials informed the chair that possession has been secured at seven sites. While reviewing district-wise data, the Div Com directed Deputy Commissioners (DCs) to expedite the process of re-creating Massavies through third-party verification. He also instructed them to conduct fresh surveys in cases where reproduction of missing Massavies is not possible. Appreciating the progress made in the digitization of Jamabandis, the Div Com urged DCs to fast-track the digitization process in the remaining villages. Regarding the rehabilitation of terror victims, he enjoined DCs to ensure that all eligible victims are brought under the ambit of housing construction schemes. The Divisional Commissioner also reviewed the status of amenities at Migrant Transition Accommodations and stressed the need for augmentation of facilities and timely completion of all the flats. Div Com Kashmir reviews arrangements for 6th Khelo India Winter Games at Gulmarg Emphasis on close coordination for successful conduct of event SRINAGAR, FEBRUARY 18: Following the announcement of dates for the commencement of 2nd leg of the 6th Edition of the Khelo India Winter Games at Gulmarg, Divisional Commissioner Kashmir Anshul Garg chaired a comprehensive meeting to review preparations for the smooth and successful conduct of the national sporting event. The meeting was attended by Deputy Commissioner Baramulla, Commissioner SMC, SSP Traffic Srinagar, SSP Security, SSP Traffic Rural, Secretary, J&K Sports Council, CEO GDA, RTO, and officers from various departments including Information, Health, PHE, KPDCL, Transport, Hospitality & Protocol, Tourism, Cable Car Corporation, IMD, ULB, RDD, Rural Sanitation, Doordarshan, and other concerned agencies. At the outset, Secretary, J&K Sports Council gave a detailed presentation covering the number of participants, expected VIP attendance, scheduled events, accommodation availability, transportation plans, cultural programmes, and promotional activities. While chairing the meeting, the Divisional Commissioner reviewed a wide range of arrangements, including the arrival of participants at Srinagar Airport, transportation logistics to Gulmarg, accommodation facilities, and essential services such as electricity, drinking water, sanitation, mobile network connectivity, and critical healthcare services. He stressed the need for seamless coordination among all departments. Emphasizing synergy and accountability, he directed the appointment of nodal officers for specific roles and assignments. He also ordered the activation of a joint control room to facilitate effective communication among stakeholder departments and ensure timely dissemination of information, further strengthening interdepartmental coordination. The Divisional Commissioner instructed the Chief Medical Officer to ensure the availability of an ECG machine at Gandola, deployment of medical teams, and placement of a critical care ambulance at the venue. He also called for maintaining cleanliness and sanitation at the venues and along the route from Srinagar Airport to Gulmarg. Highlighting safety measures, he directed an increase in the number of Avalanche Rescue Team members for immediate response to any hazard and emphasized the mandatory use of anti-skid chains by vehicles operating on Gulmarg-Tangmarg road. Div Com Kashmir reviews SANJY-2026 arrangements Emphasizes optimal utilization of released funds to augment facilities for pilgrims SRINAGAR, FEBRUARY 14: To ensure a smooth and spiritually fulfilling pilgrimage of Yatris during SANJY-2026, Divisional Commissioner Kashmir, Anshul Garg today chaired a comprehensive review meeting to review arrangements at base camps along the route to the Holy Cave. On the occasion, The Div Com issued slew of instructions for advance preparations for forthcoming annual Shri Amarnathji Yatra. The Divisional Commissioner emphasized optimal utilization of already released funds to augment facilities for pilgrims. He instructed departments to submit detailed action plans for SANJY-2026, float tenders in advance, complete works within stipulated timelines and prepare realistic and practical cost estimates. Highlighting the role of the Tourism Department as the nodal agency for the SANJY, he directed it to ensure accountability among stakeholder departments. To facilitate registration of pilgrims, the Divisional Commissioner instructed concerned authorities to increase staff deployment at RFID registration counters. He further directed the Animal Husbandry and Labour Departments to work in coordination for RFID tagging of service providers and ponies. BEACON was instructed to install crash barriers along the Pahalgam–Chandanwari stretch and the Baltal route, and to construct shelter sheds for security forces along the axes. During the meeting, he also reviewed operationalization of control rooms including ICCC and circulation of mitigation plans among agencies. Also, he instructed for capacity augmentation of camps and installation of headcount cameras at designated parking areas. To ensure seamless movement of SRTC buses during SANJY-2026, Police authorities were directed to facilitate smooth circulation of buses after deboarding of yatries. The Divisional Commissioner also reviewed the progress of works undertaken by R&B, PHE and KPDCL and emphasized adherence to timelines. He also reviewed arrangements for supply of essential items, including ration and firewood, to the yatra camps. During the meeting, special focus was laid on sanitation along the camps and routes, stationing of fire tenders at strategic locations, installation of signages and display screens, and expansion of telecom coverage in shadow areas by communication agencies. The meeting underscored the administration’s commitment to advance planning, inter-departmental coordination and augmentation of services to ensure a safe, efficient and well-managed pilgrimage during SANJY-2026.
