When the 14th Amendment was first brought before Congress it was... April 9, 1866. The Civil War ended in 1865 and gov needed laws to protect freed Slaves and their rights and legally force all people to recognize them as humans and not property. It will be very hard to convince me that the 14TH was not brought because of freed Salves and their children. Slaves had to be deemed human because some people thought Slaves were not human and were treated like property. If birthright citizenship was a universal law then there is no need to have this 14th Amendment. If a British couple visits NYC and she goes into premature labor and delivers a baby in NYC is that baby a US citizen because they were born on US soil?
