I pray for the day @jamesonen and @TimKalyegira will realize that they actually love Africa but hate to be part of a vulnerable project. You guys are victims of the post colonial alienation and battle carrying a double consciousness that does not give you a sense of belonging you wish. Your education and perhaps exposure has put you at a place where you are no longer tethered to your African roots yet will not be assimilated or even accepted by the west you wish to identify with. You will pounce on any opportunity to waterdown anything positively associated to Pan Africanism and highlight in bold whatever speaks negatively of Africans and Pan Africanism. My elder brothers, you have an internalised oppression and inferiority complex which in denial, you present as intellectual elitism. You are psychologically insecure in both the African camp because of its vulnerabilities and in the European or western camp for not having any roots to it. As a defensive mechanism, you take the position of the objective observer to convince yourselves that you are in a better place that has transcended the limitations of your heritage. By distancing yourselves from African struggles and us who believe that Pan Africanism is a viable project, you feel a distractive relief from your reality. It is even sad that you often label your opinions as facts and reality yet they are perceived from a Eurocentric lens that prioritizes western metrics of success, governance and culture. Your defensive cynicism to reinforce African Inferiority complex which you think you transcended is merely a lie told to yourself to suppress your vulnerability of belonging to a project that is still under construction and whose certainty of completion you do not have. It is easier to critic a house from outside than to help lay the bricks. Most especially if you are afraid the house might never be finished. Sadly for you guys, one fact remains, Africa is your only home. Your only heritage and the only place that can fully accept you. You can hide but you will never run away from it.

So this is around USD 105,000. Ugx 400M might sound a lot to people but this is really little money! How will we develop this country! Is our security system very weak that they have to shut down internet, NGO’ and sometimes a whole sector because they’re scared there are bad apples. Requiring a Ugandan citizen or business to obtain the Minister of Foreign Affairs' permission before conducting a transaction totaling UGX 400M in a calendar year is a prior restraint. Prior restraint is unconstitutional. It assumes one is going to commit a crime, and thus must be restricted before the crime is committed. In fact, this bill penalizes banks with a fine or imprisonment for any transaction from a foreign agent, regardless of amount, that is not pre-approved by the minister. A foreign agent is anyone outside the borders at the time of the transaction, and the minister has the power to designate anyone as a foreigner. If you have raised money from VCs, equity funds/loans, etc., you know money does not wait for red tape or a minister to approve a business proposal or funding. The NGO Act and the Anti-Money Laundering Act already criminalize illegal transactions. But let's be honest, NGOs, social activists, and political parties whose funding this law is designed to regulate are just businesses in disguise. Let the money from foreigners come in, and let these Ugandans who masquerade as NGOs, social activists, and opposition enjoy it. They will share it with us - their families, friends, churches, bars, etc. Bad Black was right. Let's not criminalize Ugandans who get money from stupid foreigners. If stupid foreigners think they are funding real social activists, NGOs, or opposition parties, and yet they are feeding hungry politicians and social activists, why stop this? Don't save these foreign idiots from the heist, don't stop the hassle of these Ugandan politicians/activists / NGOs. It's a game. It's a hassle. Just tax the hassle, and we coexist. I'm confident parliament, with the good guidance of @KagutaMuseveni, will amend this bill.

While he was minutes away from landing in Saudi Arabia for exile, he kept working the phones looking for evidence that things were good so he could return. Yet, his presidency was water under the bridge then. Even his own pilot disobeyed him in the end, Saudi became his permanent home till his death in 2019! The thing is, most dictators don't even realise they are dictators. They think people love them genuinely - like they have no choice but to - that they’re, in fact, doing the people some favour no one else can do. In a way, they fee like they’re making a great sacrifice by being the rulers. Since elections are rigged, & independent polls don't exist, they even never realise that they are not popular with the masses. So, when power begins to slip away from their hands - as it always does eventually - they believe something will happen to bring it back to their hands - after all, they are God’s anointed person to lead over the ungrateful masses! Hence, even as Amin fled the country, he kept giving the impression he was still in charge. Then there was the ridiculous press conference by Robert Mugabe after he was overthrown where he still sounded like the president, and called upon people to vote for the opposition candidate.

I made a deliberate decision not to contest for a second term and it’s not because I was constrained in any way, but because I believe leadership, at every level, must be guided by principle. Many may not consider UOX a “serious” platform that requires “serious” leadership. But leadership is leadership. The impact, no matter how small it is matters. In fact, it is these small spaces that shape how we handle the bigger, more formal responsibilities. Democracy should not be reserved for high offices alone. Wherever there is an electorate, whether large or small, democracy must be respected. If we misuse trust in these smaller spaces, we cannot expect to be trusted with greater responsibility. That is why the situation involving Isaac Ssemakadde at the ULS has troubled me for a long time. When his term ended last year, the very individuals who claim to champion the rule of law disregarded its most basic principles. They found a way to remain in office, promising elections within six months and those months passed, and it became business as usual. How then does one retain the moral authority to speak about the rule of law or democracy under such circumstances? How can a body of legal minds, the custodians of justice, be led in a manner that contradicts the very principles they are meant to uphold? How did we allow this to happen? While one finger points at Museveni, the rest of the fingers are pointing at us. Shame on us!
