JOHN CHRYSESTOM MUYINGO State Minister for Higher Education My fellow Ugandans, As we welcome the dawn of a new year , I extend my heartfelt greetings and best wishes to all Ugandans—young and old, men and women, wherever you are across our beautiful nation and beyond our borders. We thank the Almighty God for the gift of life, for His protection throughout the past year , and for guiding us into 2026 in peace and good health. Each new year invites us to pause and re achievements, our challenges, and our shared aspirations. Uganda's story is one of hope, resilience, and progress. Across every district and community, our people continue to work hard, dream big, and lift one another in the true Ugandan spirit of solidarity. For that, I salute you all. As we step into 2026, let us renew our collective commitment to unity, love, and service. Regardless of our political views, faiths, or backgrounds, we remain one people—bound by a common destiny and a shared desire to see our country prosper . It is only through peace, mutual respect, and cooperation that our beloved Uganda can continue to move forward. This is an important year for our democracy as we prepare once again to go to the polls. I urge all Ugandans to participate peacefully and responsibly. Let us demonstrate the maturity of our democracy by valuing dialogue over confrontation, understanding over division, and the spirit of nation-building above all else. In that same light, I wish to express my con Excellency President Yoweri Kaguta Museveni and the National Resistance Movement (NRM). Under his stewardship, Uganda has made remarkable progress in ensuring stability, expanding access to education, modernizing infrastructure, and promoting economic empowerment. The current focus on Protecting the Gains re to consolidating peace, deepening socio-economic transformation, and moving Uganda towards higher middle-income status. We have come a long way, and together , we must protect the gains we have made—by nurturing discipline, strengthening our institutions, empowering our youth, and building an economy that serves every Ugandan family. Education remains central to these e it is through learning that individuals and communities future. We will continue working tirelessly to expand access, improve quality, and align our education system with the needs of our dynamic economy. As we welcome this New Year , let us do so with gratitude, renewed determination, and unwavering faith in God. May our homes be our hands with the strength to keep building our nation. I joined H.E. @KagutaMuseveni and other @NRMOnline leaders in Kanungu today for the rally. Kanungu is an example of the progress the NRM has delivered and it is this progress the party aims to protect moving forward under the stewardship of the old man with a hat. Through the PDM, the district has received over Shs. 30 billion, with nearly 30,000 households already benefiting. Under Emyooga, the government has injected Shs. 2.42 billion into 36 SACCOs, supporting enterprise and household incomes. In education, Kanungu now has 136 government primary schools and 22 secondary schools, with two seed schools under construction. Major upgrades in the health sector are underway, including new HC IIIs across several sub-counties. Kanungu is also experiencing a digital leap. The President launched the Phase 5 extension of the National Backbone Infrastructure, bringing high-speed fibre connectivity to the district as part of the 1,500km national rollout, expanding opportunities for education, business, and innovation. With these solid gains, over 90% is a sure deal for the president.

It was a beautiful evening as Chief Guest at the 10-year celebration of the Makerere Lung Institute (MLI), a decade of impact in lung health research, training, and care. Post-COVID, we continue to see a sharp rise in lung infections and a growing number of patients seeking care. Increasing pollution and environmental exposures have further intensified the burden of respiratory disease, underscoring the need for continued expansion of this institute. Deep appreciation to @brucekirenga and team for the resilience in building this institution, and to @Makerere for believing in this dream. From today’s stories, it’s clear the journey has not been easy. We also look forward to the ongoing MLI Expansion Project, which will further strengthen lung health research, training, and care for Uganda and the region.

Before addressing the second rally in Kamuli District, Maama Janet and I commissioned the DEI Group Advanced Agro-Processing Park and the new starch manufacturing plant in Busambo, Namasagali. I congratulate Mr. Magoola for his innovation and resilience. From his early work in Matuuga on malaria remedies rooted in our ancient knowledge, to the vibrant progress we see today, he continues to make a real contribution to Uganda’s wealth creation journey. I also thank the partners, including our friends from the United States, who are supporting these efforts. Finally, I congratulate the People’s Republic of China for their long-standing cooperation with Africa since 1949. Together, we have today flagged off the first container of Ugandan chili for export to China, another milestone in our march to prosperity.

On my way to the final rally in Bugembe Stadium, I stopped to meet the Kyabazinga and lay the Foundation Stone for the new Headquarters of Obwa Kyabazinga bwa Busoga. I thank the Kyabazinga and his team for the good cooperation. This development will support the cultural institution as we continue working with the people of Busoga to secure peace and push forward socio-economic transformation.

When I travel through Uganda, I thank God, these places were once battlefields. In 1971–72, Iganga was a small town where I even hid 12 guns during the struggle. Today, we celebrate peace. In Iganga, I urged our people not to ignore wealth-creation programmes. Many in Iganga, Kamuli, Abim, Lira and others have used the 4-acre model, PDM, Emyooga and Youth/Women funds to get out of poverty. Let everyone join this journey. We also reaffirmed free universal education, better infrastructure and plans to tarmac the Iganga–Bulopa–Kamuli road and expand water and electricity. Only the NRM has the capacity to transform Uganda. I ask for your support so we can protect the peace and create more prosperity.

When I visit Madi Okollo and see electricity poles, a functioning murrum road, and people using phones, I feel very happy. If we are elected in the upcoming government, physical and social infrastructure will definitely be expanded. Existing roads are being rehabilitated, and new road projects are part of our short- to medium-term plans. Currently, Madi-Okollo has 95 primary schools, with 69 funded by the government. Additionally, there are 16 secondary schools in 32 out of 46 parishes. Out of 223 villages, 223 have access to safe water, with the government working to boost water capacity for production by emphasising solar-powered irrigation in Aliboro, an earth dam in Yachi, and a communal valley tank in Peera. Along with peace and security, these efforts establish a solid foundation. All of these developments are deliberate, proper, and guided by politics rooted in Patriotism, Pan-Africanism, Democracy, and Socio-economic transformation.

In Arua District and Arua City, there are a total of 120 government primary schools, with 50 in the district and 70 in the city. Additionally, Arua District has 7 government secondary schools, while Arua City has 9. For someone who has been here for a long time, seeing this progress makes me very happy. On health, our plan in the next government is to upgrade Orivu Health Centre III to a Health Centre IV in Ayivu Division East, and to upgrade Lazebu Health Centre II to a Health Centre III in Arivu Sub-county. On wealth, if you have no income in your home, you create problems not only for your family but also for the country. The government receives taxes from what people buy. When you have no money, you are not contributing to your family or your nation. I, therefore, urge everyone to be active in wealth creation and ask that you support NRM in order to continue the battle against poverty. Tomorrow, we continue in Maracha and Koboko Districts.
