The original code for Java's been a mess since it's creation, so trying to add something like that I feel would be a bit difficult

It's more than just the store that gets the money, so multiple people/businesses lose money
So, in order to solve the lost revenue, the product has to raise in price to fill the amount that was stolen

Also, games aren't in demand.
There's infinite copies for games, real items are finite. So, inflation for games don't exist
