As signs continue to grow the President Trump intends to return to war against Iran next week after the cease-fire period ends, I again highlight the shameless and pathetic abdication of the United States Congress. Last week the US Senate vote voted itself out of its war-making power and subjugated itself to the president of the United States, and this week it was the House of Representatives’ turn to be moral cowards. By continuing to defeat any effort to hold the commander-in-chief to the terms of the US constitution and the 1973 war powers act, we deepen our shame as a nation, and increases the danger to us all by having an unaccountable president who can literally do whatever he wants with the military, conquering or attacking nation after nation. It appears Cuba is next on the menu.

A reasonable deal is better than a return to war and I’ll support it. But let’s remember that this is a colossal failure for Trump and for US interests. 1. We could have had this deal or something similar before the war without: the death and destruction across the Middle East; massive damage to US allies and partners and global relationships; huge use of military resources that will take years to rebuild; and significant damage to the global economy. 2. If Trump hadn’t left the JCPOA we’d probably be in the midst of negotiations on extensions of key components and follow on deals at this point but from a much stronger position. Iran wouldn’t have 400KG of HEU and we’d have the most comprehensive inspections regime ever developed to catch any cheating. Instead this 3 page MOU will probably involve nothing even close on what is arguably the single most important element of any nuclear deal - inspections and verification.

Les véritables intentions de l'administration Trump commencent à se dévoiler. Même si Scott Bessent se trompe dans ses chiffres – le CCG ne couvre pas 8 % des besoins énergétiques de la #Chine, mais plutôt entre 5 et 6 % –, les sanctions secondaires dont il parle constituent le véritable objectif de cette tentative de blocus du détroit d'#Ormuz. Comme je l’ai expliqué lors de mes deux dernières entrevues avec des médias français, ce blocus vise à perturber l’approvisionnement en pétrole des économies émergentes du Sud, et surtout de la Chine. En menaçant deux banques chinoises de sanctions si elles s’impliquent dans des transactions pétrolières avec l’Iran, on envoie un message à tous les fournisseurs de pétrole de la Chine pour qu’ils reconsidèrent leur position et choisissent leur camp. Aujourd’hui, ce sont les ventes de l’#Iran à la Chine qui sont sanctionnées : des décennies de sanctions, d’embargos et de coercition militaire n’ont pas réussi à dissuader l’Iran, c’est donc désormais les banques chinoises qui sont visées. Demain, ce sera n’importe quel petit pays producteur de pétrole qui se verra ordonner de cesser de vendre du pétrole à la Chine, sous peine de subir une coercition financière et militaire. Cela rendra la Chine plus dépendante de la Russie pour son approvisionnement énergétique (seulement 20 % pour l'instant). Une fois que la Chine dépendra de la #Russie pour plus de 50 % de son approvisionnement, il suffira aux États-Unis d'initier une détente avec la Russie contre la Chine, comme ils l'ont fait en 1972 avec la Chine contre la Russie, pour mettre la Chine sous une forte pression énergétique. La visite officielle de Trump en Chine est désormais prévue les 14 et 15 mai, où la guerre commerciale et la compétition technologique figurent en tête de l'ordre du jour. Mais ces deux questions sont plus importantes pour les États-Unis que pour la Chine. Cette question d'un approvisionnement en pétrole sans entrave pourrait s'avérer plus cruciale pour la Chine à long terme, et devrait également figurer en bonne place dans l'ordre du jour des discussions. C'est ce que fait l'hégémon anglo-américain chaque fois qu'il aborde une négociation en position de faiblesse : il crée de toutes pièces une crise qui figurera en bonne place à l'ordre du jour de l'adversaire, afin d'équilibrer les négociations. Une tactique rusée, mais la Chine a déjà vu ce genre de ruse auparavant.
