The Executive Director of the Uganda Communications Commission (@UCC_ED), Hon. Nyombi Thembo, today led a UCC delegation to Bulange, Mengo, to pay a courtesy visit to the Katikkiro of @BugandaKingdom_, Owek. (@cpmayiga), and formally present the upcoming Ataakulaba Akunyooma Heritage Music Concert. In his remarks, Hon. Nyombi said the initiative is intended to preserve and promote Kadongo Kamu music while embracing digitisation to ensure Uganda's musical heritage remains accessible to future generations. Yesterday, I had the pleasure of chairing a highly constructive dialogue between the Uganda Communications Commission (UCC) and the Alliance of Hotspot Operators Uganda (AHOU), covering key issues. At @UCC_Official, our mandate is clear: we are here to manage national resources such as the radio spectrum, protect consumers from exploitation, and ensure fair, non-discriminatory competition in the market. However, we must also recognise that technology and grassroots innovation often move faster than government policy. These young, creative hotspot operators are addressing a real community need, providing affordable data to ordinary Ugandans and creating vital livelihoods. We do not want to stifle this spirit of innovation. At the same time, operating in an unregulated, unlicensed ecosystem poses severe risks, ranging from network interference to threats to consumer data privacy. To build a sustainable digital ecosystem in which everyone wins, we must learn from one another. The Way Forward: 1. Suspension of Enforcement: Although our public regulatory notice remains in effect, I have officially directed our teams to suspend all enforcement actions. This grace period will allow us to engage, learn, and co-create a realistic path to compliance. 2. Deep-Dive Technical Study: Members of the Alliance stayed with our technical team to demonstrate their network architecture and billing systems. This will help us design a framework that fits their operating realities. 3. Multi-Stakeholder Engagement: @UCC_Official will lead joint discussions with major telecom operators and ISPs, the Uganda Revenue Authority (URA), and local urban authorities. Our goal is to negotiate fair wholesale bandwidth pricing and simplified, business-friendly tax structures that won't kill small businesses. We want a structured, safe, and legally compliant market, not an exclusive one. By listening to our operators, learning from their business models, and aligning them with our national laws, we will achieve a true win-win for Uganda's digital transformation.

I had a deeply enriching engagement with a vibrant group of young, talented digital minds under the Top Content Creators Uganda association. These energetic youth reached out with a noble ambition: they want to be equipped with the right skills, mindset, and opportunities to spread positivity and build Brand Uganda online. In our discussion, I proudly assured them that the Uganda Communications Commission will actively support and collaborate with them through our own initiative, #GoldenPosts, a campaign we designed to champion positive storytelling, patriotism, and constructive digital citizenship. This constructive spirit stands in sharp contrast to a worrying trend we have recently witnessed, in which some content creators use their digital reach to insult public officials, spread malicious misinformation, and tarnish the image of our beloved country. While the @UCC_Official firmly protects constructive criticism and open dialogue, we must draw the line at toxic abuse and cyberbullying. When someone maliciously tarnishes Uganda’s image, they do not just attack the government; they directly harm local business owners, tour guides, and the very young people seeking jobs by discouraging investment and tourism. Responsible digital citizenship is, at its core, a form of patriotism. To channel their energy productively, I challenged our young creators to study real-world models of grassroots transformation, particularly the exemplary efforts of Gen. Salim Saleh and the Operation Wealth Creation (OWC) team. For years, Gen. Saleh has championed youth socio-economic empowerment by bringing tangible wealth-creation opportunities directly to the grassroots, turning idle energy into productive, income-generating activities. If our digital creators can channel that same discipline, focus, and drive into the digital economy, we will cultivate a generation of self-reliant innovators rather than online detractors. At @UCC_Official, we are shifting our approach from mere policing to active partnership and guidance. By integrating these passionate creators into our #GoldenPosts initiative, we pledge to support them with digital literacy, monetisation pathways, and safe spaces to thrive professionally. Let us dominate the digital space with hope, productivity, and solutions, not anger and division. Together, we can build a secure, patriotic, and prosperous digital Uganda.
