We and other humanitarian groups have been sounding the alarm urgently this year. Drastic cuts to budgets and increasingly severe overlooked emergencies are a toxic combination. This neglect is not an accident: it is a choice. The needs of people caught in crisis have been ignored time and time again, resulting in generations caught in cycles of displacement and poverty.
