کل میں نے سیالکوٹ میں سردار بیگم ھسپتال جو سرکاری ھسپتال ھے کی نئی بلڈنگ کے افتتاح کی تقریب میں شرکت کی۔ وہاں پہ میڈکل کالج کی پرنسپل اور علامہ اقبال ھسپتال کے ایم ایس بھی موجود تھے۔ پتہ چلا ایک سال میں سیالکوٹ سے میڈکلُ کالج کے 22پروفیسر اپنی ٹرانسفر کروا کے لاھور جا چکے ھیں کیونکہ وہ انکی چوائس کا سٹیشن ھے ۔ اور وہاں پہ وہ پرائیویٹ پریکٹیس جیسے لوازمات سے مستفید ھو سکتے ھیں۔ سیالکوٹ لاھور موٹر وے سے منسلک ھیں اور سفر میں 80منٹ لگتے ھیں۔ میرا محکمہ صحت کے افسران بالا سے احترام و محبت کا تعلق ھے بات کی تو پتہ چلا لیڈی ولنگڈن ھسپتال سے اگر شاھدرہ ھسپتال ٹرانسفر کی جاۓ تو ماتم برپا ھو جاتا ھے۔ سفارشیں ھڑتالیں پریشر کی بھر مار ھو جاتی ھے۔ یہ کلچر سار ی سرکاری ملازمت میں رائج ھے۔ اور بااثر لوگ جنمیں سیاست دان سر فہرست ھیں اس کلچر کی پشت پناہی کرتے ھیں تا کہ وہ پھر اپنے سیاسی مفادات کا تحفظ کر سکیں۔ سرکاری ملازموں کی اکثریت مرضی کی پوسٹنگ اور شہر حاصل کرنے کے لئے بااثر کنکشن کو استعمال کرتے ھیں۔ میں بذات خود اپنی سیاسی زندگی زیادہ تو نہیں مگر اس گناہ کا مرتکب رہا ھوں مجھے خیال آیا خدانخواستہ اگر سولین ملازمت والی یہ آپشن فوجی ملازمت میں بھی میسر ھو تو ھمارا کیا بنے گا۔ فوج میں مرضی کی پوسٹنگ یا ٹرانسفر رکوانے کی گنجائش تو درکنار یہ جرم کے مترادف سمجھا جاتا ھے۔ کون دھشت گردی کے خلاف جہاد کرے گا ۔ کون وطن کی سرحدوں اور ھمارے گھروں کی حفاظت کے لئے جان قربان کرے گا۔ 4000 شہیدوں کے جنازے چار سالوں ھم اٹھا چکے ھیں۔ یہ سولینُ ملازموں سے زیادہ تنخواہ نہیں پاتے۔ سولین ملازمین کیطرح انکی جیب میں سبز پاسپورٹ کیساتھ امریکہ کینیڈا برطانیہ پرتگال کا پاسپورٹ نہیں ھوتا۔ میرے حلقے کا ایک پتواری کینیڈا رہتا ھے کاروباری دفاتر اسکے یورپ میں ھیں ۔ اسکے سفارشیوں میں نامی گرامی لوگ ھیں۔ فوج کا ملازم قوم کے لئے جان قربان کرتا ھے سول ملازموں کی اکثریت قوم سے اپنی جیب کے لئے قربانی مانگتے ھیں۔ ھم اس تضاد کے متحمل نہیں ھو سکتے ھمیں اس کلچر کی بیخ کنی کرنا ھو گی۔ Ask not what your country can do for you-ask what you can do for your country
