H.E @jessica_alupo , has this morning flagged off the distribution of over 100 double cabin pick ups and over 1000 motorcycles to districts to support agriculture extension work under the @UCSATP supported by the @WorldBank
Its our policy objective as @MAAIF_Uganda , that all extension workers get adequate means of transport to enable them carry out farm out reaches.
I appeal to all Leaders ( MPs, LC5 chairpersons, RDCs,Disos, councillors etc) to ensure that these tools deployed are put to good use .
I thank the @WorldBankGroup for prioritizing Agriculture in their funding/lending framework .

@DOMINICADEEDA @KiryowaKk The articles certainly have not set out the clauses of the Bill. They are meant to give a broad understanding of what the bill is about. The details of the drafting is what is expected to be considered by the Committee of Parliament during the public hearings.
English

My senior, I have read both, your thoughts yesterday, and today's article by the learned AG @KiryowaKk. I think segments of both writings speak to the Ideal, rather than what the Bill actually contains. As is, the Bill has overly broad and vague definitions of key terms.

@nbstv The law is specific , it bars those who are engaged in support of political activities

Enoch Barata: The point of a Sovereignty Bill being before Parliament is for it to be debated and adjusted as long as the ultimate objective and purpose are achieved.

Enoch Barata: The Sovereignty Bill is a question of transparency, so that the government can have full visibility of activities by foreigners and their agents so that they don't take advantage of the country and negatively impact it.

@magwa_um @GCICUganda @MKarekye @mia_uga @skaheru I will be happy to debate the Bill. It dos not take away from the economy at all and it’s man thrust is transparency.
English

Senior @EnochBarata, for an economy that cannot even afford its own budget, this is an unnecessary law. Doing comparative analysis with the an American law enacted in 1938 renders the discussion futile before it even begins. What was the size of the American economy in 1938 compared to Uganda’s today? I’d argue the best measure of sovereignty is income pa capita. Let’s first rethink our journey to middle income economy and the sovereignty politics will automatically flow, if the need arises anyway.

We interrupt our regular programming.
Uganda stands at a crossroads.
The Protection of Sovereignty Bill, 2026 promises to shield the State from foreign influence. But at what cost to constitutional freedom, economic flow, and civic life?
This Tuesday, 21 April 2026 at 7PM EAT, we host a special edition of JSC Conversations.
We begin the first of two major debates.
Two clear positions. One difficult question.
Is this law a necessary defence of the Republic, or does it go further than the Constitution allows?
Joining us:
Kenneth Muhangi - Partner at KTA Advocates, heading TMT & IP. A leading voice in tech law and intellectual property, he has raised critical concerns about the Bill’s impact on investment, remittances, and everyday business.
Enoch Barata - Senior Partner at Birungyi, Barata & Associates, expert in banking, commercial and corporate law. He argues the Bill is essential to protect Uganda’s national interests in a changing global order.
Two voices. One room. No holds barred. That is Tuesday.
And the conversation continues Wednesday at 7PM EAT with the second debate.
Join us as we draw the line between sovereignty, freedom, and power.

What is the objective of national sovereignty laws in those jurisdictions? In the short article, I paint broadly what the objectives are. I also assert that the law is necessary and further that concerns, such as those raised by you, be considered and aligned with the objectives for this type of legislation.
Secondly, you conflate transparency of the financing and objectives of NGO’s with the transparency that maybe sought by NGO’s in executing their duties. Accountability is two way traffic. They must be accountable even as they seek accountability.
English

@EnochBarata @GCICUganda @MKarekye @mia_uga @skaheru You argue that the Bill mirrors U.S. and EU laws. It does not. Neither FARA nor EU frameworks authorize the state to examine a person’s “mental and physical health” to determine their “suitability” to lead an NGO. You are trying to enact selective and invasive repression.

Earlier, I paid respects to Mzee Anthony Ocwet and Mrs. Carollin Akullu Ocwet. Their family reflects part of our country’s difficult history in the 1960s and 1970s, when sectarian politics forced many resourceful Ugandans into exile. When we came into government, we worked to correct those mistakes. Indeed, when Joseph Ocwet was earlier blocked in Parliament over citizenship questions despite being appointed Ambassador to Ethiopia, we moved to clarify the law. He has since served Uganda with distinction.

Today at Lango College in Lira City, I joined the people of Lango to say Apwoyo Lubanga for their overwhelming support for the NRM. I thank all the stakeholders, cultural, political, business and academia, for standing with us.
Now that the campaigns and elections are over, let us focus on implementing government programmes that move our people out of poverty, improve infrastructure and fight corruption.
