Thank you Senior Colleague Counsel Elison for clearly elaborating the challenge we are confronted with as Uganda's National Bar Association! We can't afford to equip the politicians with a tool to use to decimate our cherished Bar Association by engaging the Association in National partisan politics. ULS cannot be seen to endorse politicians and political parties and burning bridges with every stakeholder in the JLOS. The moment Parliament chooses to amend the ULS Act and provide for Advocates freedom of Association, it will mark the end of ULS and if we aren't united as a National Bar Association this route is unavoidable. It happened in Nigeria and it's likely to happen here in Uganda. ALTERNATIVELY Advocates will most likely move court for enforcement of their Constitutional right of freedom of Association if we can't be united in one Bar Association. Thank you for boldly speaking your mind and demanding accountability from your Association and this doesn't in anyway mean that you hate ULS. You and Your Lawfirm's record towards the support of ULS and it's Members speaks for itself. It's because you cherish ULS that you've spoken out. Thank you!

I finally finished watching the podcast by @emeka_ug and @mckatsug , and I must say, Kats is an asset Uganda has yet to fully embrace. Kats should be on every school’s calendar, sitting down with young people and sharing his journey with HIV, his resilience, his acceptance, and the courage with which he has chosen to live openly. His story has the power to educate, inspire, and break the stigma surrounding HIV. To you @mckatsug God is all knowing I hope you keep serving his purpose.

@elisonk Thank you for your candid response, Elison. We will not tire of asking for and working towards a united bar. We need to work together now more than ever and divisiveness and polarization are not an effective strategy. The bar belongs to us all.

Our knowledge exchange has now moved to Serbia 🇷🇸, where we have been engaging with e-commerce leaders from across the Western Balkans. Over the past two days, we met with the e-commerce associations of Serbia, North Macedonia, Albania, Bosnia and Herzegovina, and Montenegro to learn how they have built stronger regional collaboration, promoted consumer trust and supported the growth of digital trade. One initiative that stood out is the eCommerce4All platform, which brings together practical resources, knowledge and regional collaboration to strengthen e-commerce ecosystems. We also learned about the annual E-commerce Conference in North Macedonia, which has become an important platform for bringing together policymakers, businesses and digital trade experts to exchange ideas and accelerate the growth of the sector. Theory quickly became practice during our visit to Milšped, one of the region’s leading logistics providers serving the e-commerce industry. The scale was remarkable. The facility processes around 20,000 orders every day, warehouses, sorts and ships products for online retailers, operates with 45 robots, handles approximately 500,000 textile items, and measures success against an ambitious KPI of 100% delivery accuracy. One lesson continues to stand out throughout this journey. Successful e-commerce extends far beyond online marketplaces. It is built on trust, efficient logistics, strong institutions, regional collaboration and partnerships between government and the private sector. When these pieces come together, digital trade becomes a powerful engine for economic growth. There are many valuable lessons here for East Africa as we continue building a trusted and competitive regional digital marketplace.

@AsinjyaEdwin Very valid questions. From the feedback and facts at hand, clearly they don’t have the confidence of the sector they represent.

I remember asking my IP lecturer @xcenneth that in the event that a collecting society mishandles an artist’s work, can the collecting society be held liable? And why do our laws create monopoly over creation and registration of a collecting societies for one bundle of rights!

Geneva has been an incredible week of learning and engagement. I attended the World Summit on the Information Society (WSIS) Forum, where one of the highlights was a session on Helping SMEs Succeed in Digital Trade, organized by the International Trade Centre (ITC). The discussion explored how digital innovation can help small and medium-sized enterprises participate more effectively in international trade. It was also a pleasure meeting colleagues from the International Trade Centre (ITC), whose support for the eTrade for all initiative continues to strengthen digital trade ecosystems, including in Uganda. Expanding opportunities for SMEs, building digital capabilities and fostering trusted online marketplaces remain essential to growing the digital economy. I also joined a session hosted by the International Law Association, where experts explored the rapidly evolving landscape of AI regulation. The conversation highlighted the importance of developing governance frameworks that encourage innovation, promote accountability and support international cooperation as artificial intelligence continues to transform economies and societies. Taken together with the discussions at the WTO and UNCTAD this week, a clear picture is emerging. Digital trade, consumer protection and AI governance are becoming closely connected policy priorities. The future of the digital economy will be shaped through collaboration between governments, international organizations, academia and the private sector. Looking forward to bringing these insights back to Uganda and contributing to the conversations ahead.

Day two in Geneva, and today we’re at the World Trade Organization (WTO). Our discussions focused on e-commerce and the WTO’s role in shaping the global rules that govern digital trade. As online commerce continues to connect businesses and consumers across borders, international cooperation will play an increasingly important role in creating predictable, transparent and inclusive trading systems. Also, check out this guy, Julio Lacarte-Muró. Eh, less than 30 and the man was doing big things 🙌🏾 He served as Deputy Executive Secretary of the GATT in his twenties, helped launch the Uruguay Round, chaired negotiations that led to the WTO’s Dispute Settlement Understanding, and later became the first Chair of the WTO Appellate Body. An incredible reminder that age has never been a limitation to making a lasting contribution to global policy.

This is a post about AI. Being at the United Nations and seeing the respect given to international human rights instruments such as the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights makes me proud to be part of the human collective; a global community that recognizes the importance of protecting human dignity and fundamental freedoms. As a citizen of Uganda however, how I wish we could all fully enjoy these basic rights; freedom from torture and cruel, inhuman or degrading treatment; protection from arbitrary arrest; the guarantee of a fair trial; and the freedoms of expression, peaceful assembly, and association. Definitely in the age of AI, I tell you who is reading this, in the years to come, you will need those with power to recognize your rights in the digital environment. These digital technologies have real life consequences for you and your children. You or someone you know have probably already experienced these consequences. The proprietors of these technologies are organized and have money. We better take them seriously, the way we should for all human rights. Like I said, how I wish.

This week I’m back in Geneva attending the 9th Session of the Intergovernmental Group of Experts on Consumer Protection Law and Policy at UN Trade and Development (UNCTAD), participating as an observer with GIZ and ADEC-U. Global business e-commerce sales reached approximately USD 28 trillion in 2024, while digitally deliverable services now account for 56% of global services exports. The figures also reveal the opportunity before Africa, where Sub-Saharan Africa accounts for 34% of digitally deliverable services exports. These numbers demonstrate that digital trade is becoming a central driver of economic growth, investment and competitiveness. As economies become increasingly digital, consumer protection assumes even greater importance. Trust is the foundation of every digital marketplace. Consumers need confidence that their rights are protected, businesses need clear and predictable regulatory frameworks, and governments need policies that encourage innovation while promoting accountability and fairness. The discussions this week bring together policymakers, regulators, international organizations, academics and practitioners from across the world to exchange experiences and identify practical approaches to strengthening consumer protection in an increasingly interconnected global economy. For Uganda and the East African region, these conversations provide valuable insights as we continue to develop frameworks for e-commerce, digital trade, artificial intelligence, data governance and cross-border digital services. Strong consumer protection supports innovation, attracts investment and enables digital markets to flourish. I look forward to engaging with colleagues over the coming days and sharing some of the key lessons and reflections from the conference. #UNCTAD #ConsumerProtection #DigitalTrade #Ecommerce #DigitalEconomy #AI #DataGovernance #InternationalTrade #Policy #Uganda #EastAfrica #GIZ #ADECU

@xcenneth @Jude_Mugabi @JudiciaryUG Thats the sad part, in the past Bail application was routine, more like first principles for a fresh lawyer from LDC but now its worth a celebration once bail is granted.

The outrage against the @JudiciaryUG and the question of impartiality is a real one. Kudos to H/W Sheila Gloria Atim for doing the right thing in the Matembe bail case. In the same breath, it shows that something needs to change in our justice sector if we are congratulating a judicial officer for doing a job she took an oath to do.

Courts don't grant Bail to accused persons as a favour, it is a Constitutional Right! Rule of Law and Constitutionalism demands that accused persons who apply for bail should be released on bail if they meet the conditions for grant of bail. Release of suspects on bail should be normalised!. That's what Rule of Law is about!

The trouble with that charge that the DPP slapped on Miria Matembe is that it can be used against anyone, especially the politicians currently in charge. Elite bargains with the Ugandan state are usually laced with tribal undertones. Republicanism is largely dead here. Miria Matembe won’t be the last to be hit with it. As an example: “make sure those Baganda don’t get the votes” or “we are being used like spoons” or what the Emorimor Etomeileng said in the wake of Mrs Magogo’s recent troubles or the New Vision splashing a graphic discussing cabinet appointments along tribal lines/regional blocks or even a Mugisu like me casually saying “we Bagisu aren’t happy with President Museveni saying we don’t have leaders to guide us”. Yes, the state has a duty to suppress sectarian undertones but the line between that and policing speech they don’t like is very thin. The times, they are a bit wild.
