I’d lean towards yes, given the bulk of cuts were heavily, disproportionately concentrated upstream from us, even at some of the closest upstream sites to us: Omaha, Rapid City, Aberdeen, North Platte, Grand Junction, & Riverton. For chaotic systems, this is significant.

Is it solely or 100% directly responsible? No, but it plays a part. MANY meteorologists (from NOAA and elsewhere) say exactly this
