The Federal Bureau of Investigation (FBI) is releasing this FLASH to highlight the tactics, techniques, and procedures (TTPs) and indicators of compromise (IOCs) associated with the #cyber criminal group TeamPCP. TeamPCP actors have conducted large-scale software supply chain compromises by targeting widely used developers and security tools, gaining access to victim environments and extracting sensitive data, including but not limited to cloud access tokens, SSH keys, and Kubernetes secrets. The #FBI encourages organizations to contact the FBI if they have been compromised, and to implement the actions in the Recommendations section to reduce the likelihood and impact of compromise by TeamPCP actors. A Maryland man learned his fate in federal court, today, in connection with charges stemming from his attempt to join and fight for ISIS. U.S. District Judge Adam B. Abelson sentenced Michael Sam Teekaye, Jr., 22, to 15 years in prison for attempting to provide material support to a designated foreign terrorist organization. #ICYMI: The #FBI is warning the public about an identity theft scheme wherein criminals impersonate the owners of vacant property parcels and attempt to illegally sell the property parcels without the owner’s knowledge or consent. The scam includes the following phases: Phase 1: Landowner Impersonation. Criminals create fake identifications (drivers licenses and/or U.S. passports), Outlook email addresses, and Voice over Internet Protocol (VoIP) generated phone numbers and use them to impersonate landowners. Criminals can obtain property parcel owner’s personally identifiable information through county or state public websites, data brokers, stolen account information, phishing schemes, or purchased from the dark web or hackers. Phase 2: Contact with Realtors and Title Companies. Criminals contact a local realtor and title company, pose as the property parcel owner, and draft property-related contracts to market and sell the vacant property parcels. In one instance, a fictious deed was used to further substantiate the impersonation and convince realtors of the validity of the sale. Phase 3: Payment. The criminals request the money from the illegal sale of the property be sent to a co-conspirator attorney in a different state. Talbot County man indicted on child sex crimes after @FBIBaltimore investigation with the Talbot County Sheriff’s Office. 38-year-old Timothy William Fish of McDaniel is charged for sexually exploiting a minor by recording her during video calls and recording himself with her while the two engaged in sexual acts. This week, a Baltimore man was sentenced to federal prison for making online threats. 47-year-old Raymond Pumphrey of Brooklyn was sentenced to 15 months followed by three years of supervised release. After an @FBIBaltimore investigation with @SecretService, Pumphrey pled guilty to making a series of threatening posts on the social media platform YouTube, and other social media sites, to spread hateful rhetoric – particularly toward Black and Muslim communities. Russian Intelligence Services Continue to Target Commercial Messaging Applications The @FBI and @CISA are issuing this update to the March 20, 2026, Public Service Announcement I-032026-PSA to provide additional information to the public and encourage device owners to take actions to protect themselves. The FBI has identified multiple clusters of Russian Intelligence Services (RIS) cyber threat actors responsible for an ongoing commercial messaging application (CMA) phishing campaign against individuals of high intelligence value. Russian Federal Security Service (FSB) officers embedded with the FSB Border Guards and others working on behalf of the Russian military services continue to target current and former U.S. and international government officials, military personnel, political figures, journalists, and key officials located in Ukraine. RIS cyber threat actors have compromised individual CMA accounts, but not the CMA's encryption or the application itself. To date, this activity has been publicly tracked as UNC5792 and UNC4221. RIS cyber threat actors continue to masquerade as automated CMA support accounts in updated phishing messages but have evolved their tactics to attempt to elicit victims' Backup Recovery Keys. RIS cyber threat actors continue to elicit victims' verification codes and account PINs (see Figure 1). If a targeted user backs up their CMA messages as directed in Figure 1 and later provides their Backup Recovery Key (see Figure 2), RIS cyber threat actors can view the account's historical messages, private and group messages, and take over the victim's account.
