Bradley D. Hounsell, 44, of Oshkosh, Wisconsin, was sentenced to 13 years in federal prison for using the internet to coerce and entice a minor to engage in unlawful sexual conduct on Thursday in the Eastern District of Wisconsin. According to court documents, Hounsell requested a person in the Philippines to sexually abuse a child and record the abuse as well as requesting additional images and videos depicting the sexual exploitation of children. #FBI Milwaukee's Green Bay Resident Agency and the FBI’s Child Exploitation Operational Unit investigated this case with the assistance of the Winnebago County Sheriff's Office. This week, the #FBI joins the country in recognizing #NationalPoliceWeek and honoring law enforcement officers across the country—including our own agents—who have made the ultimate sacrifice in the line of duty. Supervisory Special Agent Gregory J. Rahoi was accidentally shot and fatally wounded on December 6, 2006, during a live-fire tactical training exercise in Virginia designed to prepare FBI Hostage Rescue Team (HRT) personnel for their deployments to Iraq. Prior to joining the FBI in 1997, Rahoi worked as a firefighter, paramedic, and police officer in Wisconsin. Read his story at fbi.gov/wallofhonor.

Eight individuals have been sentenced in the Eastern District of Wisconsin for their roles in a fentanyl trafficking organization operating in Green Bay. According to court records, the defendants operated a large-scale drug trafficking organization responsible for distributing more than 175,000 fentanyl pills across multiple states. Members of the group displayed large amounts of cash and luxury items on social media while promoting their music and public image. Seven of the eight defendants pleaded guilty to conspiracy to distribute fentanyl, while one individual was found guilty following a jury trial. This case was investigated by FBI Milwaukee's Green Bay Resident Agency, the Brown County Drug Task Force, the Dakota County (Minnesota) Drug Task Force, the MSP Airport Police Department, the Drug Enforcement Administration (DEA) Green Bay Resident Office and Phoenix Division. Four illegal aliens from South America were indicted today by a federal grand jury in the Eastern District of Wisconsin following an investigation by the Homeland Security Task Force (HSTF). According to court records, the group of Chilean nationals allegedly traveled from South America to commit burglaries across the United States. The Chilean burglars are allegedly tied to more than a dozen burglaries in Wisconsin, Minnesota and Florida with losses of money, jewelry, firearms, precious metals, and rare coins totaling $1M. This investigation was led by the Milwaukee Homeland Security Task Force 414, composed of members from the FBI, HSI, IRS–CI, U.S. Marshals Service, Bureau of Alcohol, Tobacco, Firearms and Explosives, and Ozaukee County Sheriff’s Office, with significant support from the Waukesha County Sheriff’s Office, Mequon Police Department, Dane County Sheriff’s Department, Brown County Sheriff’s Department, Mendota Heights (MN) Police Department, Orono (MN) Police Department, Edina (MN) Police Department, Plantation (FL) Police Department, and the North Central High Intensity Drug Trafficking Area (HIDTA). This #NationalPoliceWeek, the FBI honors law enforcement officers across the country who have made the ultimate sacrifice, including our fallen FBI family members. FBI Milwaukee's Field Office was dedicated in honor of fallen Special Agent Carter Baum on June 1, 2016. Baum’s life tragically ended during an #FBI operation in Manitowish Waters, Wisconsin on April 22, 1934. He is the only FBI special agent to have died in the line of duty in the state of Wisconsin. FBI Milwaukee in conjunction with @ICEgov, @EROChicago, and @CBP apprehended and arrested a 37-year-old citizen of the Democratic Republic of Congo last week in Wisconsin. The subject is a suspected member of the Gangster Disciples gang in Milwaukee. He has an extensive criminal history including convictions for drug offenses, battery, attempted armed robbery, and probation violation, as well as multiple pending charges for bail jumping, vehicle theft, assault, and child sex assault. The subject will face extradition from the United States. #FBI Milwaukee along with our partners combat violent crime on a daily basis.

#OTD 90 years ago, former FBI Director J. Edgar Hoover personally arrested notorious gangster Alvin Karpis, aka "Public Enemy Number One." Karpis led a life of crime, but as the brains of the Barker/Karpis Gang, he remained elusive to law enforcement until April 1936, when word came that "Old Creepy" was in New Orleans. Hoover flew overnight to join the raid team, and they sketched out an arrest plan on a chalkboard. Once in custody, Hoover escorted Karpis to Minnesota to face kidnapping charges. A multi-year drug investigation in Central Wisconsin resulted in 13 sentencings, following the sentencing of the final defendant last month in the Western District of Wisconsin. According to court records, in February 2022 law enforcement officers with the Central Wisconsin Narcotics Task Force began investigating a methamphetamine and cocaine trafficking organization operating in Marathon County, Wisconsin. During the course of the investigation officers seized: ▪️12 + kilograms of cocaine ▪️285 grams of crack cocaine ▪️6 kilograms of methamphetamine ▪️1 kilogram of marijuana ▪️14 firearms ▪️$47,405 This case was investigated by the FBI’s Central Wisconsin Narcotics Task Force, the ATF Madison Crime Gun Task Force, IRS Criminal Investigation, the Marshfield Police Department with assistance from the Marathon County District Attorney’s Office. The FBI’s Central Wisconsin Narcotics Task Force is comprised of agents from the FBI, Wisconsin State Patrol, Lincoln County Sheriff’s Office, Marathon County Sheriff’s Office, Portage County Sheriff’s Office, Wood County Sheriff’s Office, Mountain Bay Police Department, Wausau Police Department, Wisconsin Department of Justice Division of Criminal Investigation and Wisconsin National Guard Counter Drug Program. Former Sun Praire High School Dean of Students Robert Gilkey-Meisegeier, 31, Sun Prairie, Wisconsin, was sentenced to 18 years in federal prison for producing child pornography today in the Western District of Wisconsin. According to court records, law enforcement officers found sexually explicit videos of a minor female student on Gilkey-Meisegeier's phone and pornographic images downloaded from the internet. Upon further investigation, Gilkey-Meisegeier was found to have superimposed the faces of female students onto hundreds of pornographic images. Gilkey-Meisegeier's prison term will be followed by 25 years of supervision. The Sun Prairie Police Department led the investigation with assistance from FBI Milwaukee's Madison Resident Agency, the University of Wisconsin Police Department, and the Wisconsin Department of Justice Division of Criminal Investigation. Scott Graham, 41, Eau Claire, Wisconsin, was sentenced to 10 years in federal prison for receiving and possessing child pornography on Tuesday in the Western District of Wisconsin. According to court records, Graham exchanged images, including 150 videos containing child sexual abuse material with Natasha Rivas, 24, North Bergen, New Jersey. Rivas sent Graham sexually explicit images of children in her care. FBI Milwaukee's Eau Claire Resident Agency and the Eau Claire Police Department investigated this case.
