Questa mattina, grazie al prezioso supporto della Direzione Generale per la Mondializzazione e le questioni Globali del Ministero degli Affari Esteri e della Cooperazione Internazionale, ho ricevuto i dispacci periodici inviati dalle nostre ambasciate. Tra questi, la mia attenzione è stata subito catturata da quello relativo al recente parere consultivo della Corte Internazionale di Giustizia sulla questione climatica. Non intendo entrare nel merito giuridico, ambito sul quale molti, ben più esperti di me, hanno già espresso valutazioni approfondite, ma desidero, come di consueto, portare la riflessione su un piano il più possibile concreto. A mio avviso, questo parere rappresenta un forte segnale di allerta per noi Paesi industrializzati: la comunità internazionale ci sta chiaramente indicando che la “questione climatica”, al di là delle opinioni personali, è destinata a incidere in modo crescente e inesorabile sulle nostre economie. L’impatto sarà duplice: da un lato i costi diretti derivanti dagli effetti del cambiamento climatico, picchi di consumo energetico, siccità prolungate, danni da alluvioni e altre emergenze ormai sotto gli occhi di tutti, e dall’altro i possibili risarcimenti legali verso Stati particolarmente colpiti, che potrebbero presentare il conto per i danni subiti, come già accaduto in passato in altri ambiti. Pur in un contesto complesso, ritengo importante sottolineare che disponiamo ancora di strumenti per agire e mitigare gli impatti, sia a livello nazionale sia internazionale. In un mio recente contributo su WEC Italia ho evidenziato, ad esempio, il ruolo cruciale della cooperazione internazionale come leva strategica. Rimane, tuttavia, una questione culturale di fondo: le priorità e le percezioni collettive cambiano con le epoche, ma la realtà che ci circonda trascende i cicli politici e le vite degli individui che le caratterizzano. Se non saranno le generazioni attuali a pagare il prezzo dell’inazione, lo saranno inevitabilmente i nostri figli e nipoti. Per questo invito a leggere il parere della Corte con una prospettiva che superi il nostro orizzonte quotidiano, riconoscendo la natura di lungo periodo della crisi climatica. Nel mio ruolo di Inviato per il Clima di un Paese del G7, opero con questa consapevolezza: i risultati possono apparire limitati nell’immediato, ma il successo di questa sfida si misura sul tempo lungo, non sulla scala dell’immediatezza a cui siamo ormai abituati.
