The KDR(Kill/Death Ratio) fallacy is the mistaken belief that wars are measured in the number of people killed instead of objectives accomplished. People making the KDA fallacy operate under the incorrect assumption that the purpose of war is killing rather than obtaining political victories. Your decapitation strikes failed to disrupt the Iranian government, your terror bombing of civilians is not breaking the will of the Iranian people, and your KDA ratio is only impressive because America refuses to land troops because it knows they would get annihilated. Iran has destroyed every American military base in the region, taken complete control over the Strait of Hormuz, kicked America out of Iraq and are demanding unconditional surrender from America and Israel. If the war were ended today and the geopolitical situation was frozen where it is now, Iran would be the uncontested winner.

Iran is preparing for a possible land war, either a limited one or a full invasion. Their plan is for a total war very reminiscent of their plan for the Iran-Iraq War. Here is what they are doing:
1) Hardening defenses around Kharg Island (Iran's biggest oil export hub), including guided missile systems, coastal mines, and booby-trapped facilities. Iran has deployed both anti-personnel and anti-armor mines directly onto the shorelines.Layered Air Defense: The island's defenses have been reinforced with additional MANPADS (shoulder-fired surface-to-air missiles) to target low-flying helicopters and transport aircraft.
2) Booby trapping and reinforcing tunnels carved into islands to shelter troops armed with FPV drones and shoulder-mounted air defense missiles
3) The Revolutionary Guard's navy, with hundreds of fast missile-armed boats, has intensified harassment of vessels in the Persian Gulf
4) Iran launched a campaign called Janfada (meaning Sacrifice) to recruit volunteers, including children as young as 12 for support roles like cooking, medical care, and manning checkpoints. This is of course a horrific crime against humanity.
5) Iran has warned it would expand targets to offshore oil platforms, power plants, and desalination facilities if its islands are invaded.
6) The Iranian regime has reportedly issued a directive reminiscent of Operation Valkyrie, granting individual military and security units the authority to act autonomously. This fire at will policy is designed to maintain resistance even if central command-and-control or communication networks are severed by U.S. strikes.
All this means a war there will be dogged and horrific. The most difficult operation the US military has engaged in since Vietnam. It will also be the ugliest, especially if it involves fighting against child soldiers.

Iran is trying to convert a failed closure into a licensed oversight role.
That is the real move.
A regime that thinks it can hold Hormuz shut indefinitely does not start drafting a “monitor transit” protocol. A regime that knows full closure is unsustainable starts looking for a face saving replacement. That replacement is simple: keep the artery open enough to reduce the pressure, but preserve some formal role so the climbdown does not look like surrender.
So deep down this reads like a retreat disguised as administration.
“Supervised and coordinated” sounds harmless on paper. In reality it is Iran trying to rebrand hostage power as maritime governance. The phrase “safe passage” is the wrapper. The real content is: traffic resumes, but Iran wants everyone to admit it still has standing in the chokepoint. That lets Tehran say to its own system that it did not lose control. It merely moved from war footing to managed order.
Oman matters here too. Oman is the perfect instrument for this kind of thing because it gives Iran a softer, more legitimate looking channel. That helps transform a humiliating reversal into a regional protocol instead of a naked capitulation to U.S. pressure. So this would not mean Iran is winning. It would mean Iran is trying to preserve dignity while accepting that total paralysis cannot be maintained.
The deepest truth is this:
Iran may already understand that it cannot sustainably keep Hormuz closed. So now it is trying to preserve the only thing it still can preserve, which is a recognized role in what happens next.
That is not long term total control.
That is a defeated coercive position being translated into a postwar bargaining claim.
So this looks like a face saving transition from blockade logic to controlled corridor logic.
And that is exactly what a dirty Iranian retreat would look like.
