The findings on Melissa are even worse. According to the audit, 88% of the funds collected for Melissa had not been committed to any project at the time of the audit. The money was simply sitting there unused.

You cannot blame bureaucracy when there were no actual spending plans prepared in the first place. Red tape delays execution. It does not explain the complete absence of planning and allocation.

A minister who circumvented emergency procurement rules to order devices, some of which were in storage months later, is to this day wearing the fact of his breach as a badge of honour. But unu expect me fi belief bureaucracy is what prevented them from spending those donations?

People are still HOMELESS and only 1.8% of the donations sent to assist have been used? Hopefully, the money is at least still there and being CLOSELY monitored.
When we said how uncomfortable we were w/ the Govt being in charge of donations we were told "not the time". Alas.
