There is algae because water from the Tidal Basin is contaminated with algae and rich with phosphate nutrients which act as liquid fertilizer. Trump's coating cannot adhere because the concrete is treated with an admixture to make it watertight. The coating was unnecessary because the concrete is relatively watertight. The coating should not have been applied. Trump's idea of coating the pool was stupid.
