We don't have a quadrennial plebiscite that vests all power in whoever is elected president. The president's primary duty is to execute the laws that Congress has enacted. So a more refined criticism of the judge's ruling is required.

The statute doesn’t say the executive has X employees. It says to spend on the VOA.

We are not allowed to fire anyone in the federal government, we’re not allowed to cut spending in the federal government, and we are not allowed to appoint anyone in the federal government without the consent of the judiciary branch, apparently.
